Basic functions and purpose of responsibilities:
Cost Planning & Budgeting
Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
Minimum 10 years of experience in cost management / quantity surveying, preferably within real estate development or large-scale construction projects.
Strong experience in budgeting, cost control, variations, and commercial management.
Experience working on residential, mixed-use, hospitality, or commercial developments is an advantage.
Skills & Competencies
Strong analytical and financial skills with high attention to detail.
Excellent knowledge of cost planning, value engineering, and cost control methodologies.
Solid understanding of construction contracts and commercial practices.
Ability to manage multiple projects and priorities simultaneously.
Strong communication, reporting, and stakeholder management skills.
Proficiency in MS Excel and cost management tools; experience with ERP systems is an advantage.

Basic functions and purpose of responsibilities:
Cost Planning & Budgeting
- Prepare and manage detailed development budgets and cost plans across all project stages (feasibility, concept, design development, tender, construction, and close-out).
- Develop cost estimates and financial models to support feasibility studies and investment decisions.
- Establish and maintain a comprehensive QS cost database of current market rates, benchmarks, and historical project data.
- Monitor actual project costs against approved budgets and cash flow forecasts.
- Identify cost variances, analyze root causes, and recommend corrective actions.
- Ensure that all quantity surveying and cost management processes are consistently applied across projects.
- Prepare monthly cost reports, financial forecasts, and cash flow updates for management and stakeholders.
- Provide clear and accurate reporting on actual costs versus estimates, highlighting risks and opportunities.
- Establish and maintain a structured communication and reporting schedule to update stakeholders on cost performance.
- Review, assess, and control Variation Orders (VOs), including evaluation of financial and contractual impact.
- Review contractor claims for additional costs and provide recommendations to management.
- Manage change control procedures and ensure proper approval and documentation of all cost variations.
- Review and certify contractor interim payment applications for management
- Support final account negotiations and ensure timely commercial close-out of projects.
- Implement value engineering initiatives to optimize project costs while maintaining quality and performance.
- Work closely with design and technical teams to identify cost-saving opportunities during design development and construction stages.
- Support tendering processes, including review of BOQs, tender analysis, for bid evaluations.
- Ensure competitive pricing, commercial compliance, and alignment with project budgets.
- Coordinate with technical, financial, procurement, and construction teams to align cost and commercial objectives.
- Facilitate cost analysis and provide strategic cost advice to senior management and business development teams for high-level feasibility and investment decisions.
- Ensure full compliance with internal procedures, governance requirements, and audit standards.
