TIRANA BANK, one of the leading banks in Albania and member of Balfin Group, is seeking to welcome qualified candidates to join the Procurement Unit in the position:

Overall Job Definition:

The Procurement Specialist shall be responsible for preparing procurement documents, evaluating negotiating offers, and ensuring that approved purchases are cost-efficient and of high quality;

Main Responsibilities:

  • Prepares Invitation to quote/Request for Offer as per approved requests. Reviews requisition orders in order to verify accuracy, terminology, and specifications; Ensures that approved technical and procurement obligations are included in “Request for offer/Invitation to quote”;
  • Ensures full understanding of the need purchase requisitions from suppliers;
  • Responds to customer and supplier inquiries about Invitation to Quote/RFO;
  • Evaluates offers, analyses all the data, applies procurement principals like; Best Value for Money, Fairness, Effective Competition, Integrity and Transparency in accordance with Bank procedures in force;
  • Prepares, maintains, and reviews purchasing files, reports and price lists. Compares prices, specifications, and delivery dates in order to propose the best bid among potential suppliers;
  • Maintains strict consistency and ethical standards in day-to-day procurement and materials duties, tasks and activities;
  • Performs procurement processes within deadlines;
  • Ensures that technical & bidding obligations are included in contracts and necessary negotiations are conducted for the achievement of the desired outcome. Prepares draft contracts as per approvals;
  • Maintains a database of Suppliers Performance Review;
  • Locates suppliers by using sources such as catalogues and internet, and interview them to gather information about products they offer; Maintain a database of suppliers (address, telephones, fax, emails), bidder catalogues;
  • Investigate and resolve complex problems associated with documentation to process purchase orders, waivers and related duties as assigned;
  • Support Head of Procurement Unit by providing accurate, updated and objective information regarding procurement processes, and stages of the processes. Contributes to policy/procedures development related to procurement processes.


Competences/skills:

  • Bachelor’s Degree in Economy;
  • Not less than two years of experience in Procurement, preferably in the banking system;
  • Excellent knowledge in Procurement procedures;
  • High Integrity and responsibility;
  • Very accurate and has an attention to detail;
  • Very good critical thinking; and analytical ability;
  • Very good negotiating and networking skills;
  • Mathematical ability, to work with figures and budgets;
  • Exceptional interpersonal skills and rapport building;
  • Good planning and organizing skills;
  • Ability to work well as part of a team
  • Ability to work under pressure and meet deadlines.
  • Very good spoken and written communication skills;
  • Very good knowledge of English language (writing and speaking);
