Terms of Reference

International Trainer / Expert for conducting “Advanced training on foster care models for children with complex needs” On behalf of SOS Children´s Villages, Albania​

SOS Children´s Villages, Worldwide and the 5 locally registered SOS Children's Villages National Associations Albania, Armenia, Belarus, North Macedonia and Ukraine, since September 2025, are implementing the regional project entitled “A right to Family II – Improving the availability, accessibility and quality of foster care and community-based services in Albania, Belarus, North Macedonia and Ukraine”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to improve children´s rights with a specific focus on supporting the reform of alternative childcare systems in the 5 project countries.

These Terms of Reference (ToR) serve as a request for proposals from individual international trainers/experts, who are interested in designing and delivering an advanced training on “Foster care models for children with complex needs”, organized in the frame of the regional project: “Improving the availability, accessibility and quality of foster care and community-based services in Albania, Belarus, North Macedonia and Ukraine”.

The purpose of this assignment is to engage an international trainer to design and deliver a three-day advanced training program that strengthens participants´ knowledge and skills related to specialized foster care models for children with complex needs, while also supporting participants in identifying opportunities to improve policy frameworks, procedures, and service delivery systems in their respective countries.
