SENIOR FINANCE MANAGER
Besa Foundation
Location: Albania
Reports to: Executive Chairman
About the Role
The Foundation is seeking a hands-on Senior Finance Manager to run its day-to-day financial management and provide independent oversight of Foundation funds, including the development and construction of the Museum project.
Working closely with the Executive Chairman, Board, external accountants, auditors, and project teams, you will own financial reporting, budgeting, controls, procurement governance, and contractor cost oversight. The role combines operational finance with a strong fiduciary watchdog function: making sure money is properly approved, accurately spent, and protected.
Reporting and Accounts
- Prepare monthly management accounts: balance sheet, income statement, cash flow, and budget versus actual.
- Maintain accurate records and audit-ready documentation.
- Flag performance issues and recommend action to management.
- Build annual operating and project budgets.
- Track spend against budget and produce variance reports and forecasts.
- Review and approve all payments, ensuring each is authorised, documented, and accurate.
- Verify invoices, payment certificates, and contractor claims against contracts and work actually completed before any payment is released.
- Track all project costs, commitments, variations, and contingencies against budget.
- Monitor project cash flow and identify potential overruns early.
- Review procurement, quotations, and supplier and contractor spend for value for money.
- Identify cost savings and efficiencies.
- Maintain strong internal controls and ensure compliance with applicable laws and Foundation policies.
- Identify financial, contractual, and procurement risks, and report material concerns and red flags directly to the Executive Chairman.
- Investigate irregular expenditure and implement corrective action.
- Act as primary liaison with accountants and auditors, coordinate annual audits, and implement findings.
- Degree in Finance, Accounting, or a related field. A professional qualification (such as CA or ACCA) is advantageous.
- 7 to 10 years of financial management experience.
- Background in non-profit, donor-funded, construction, or property and infrastructure projects is a strong plus.
- Solid command of budgeting, controls, procurement, and audit.
High-integrity, detail-driven, independent, and proactive, with strong communication and stakeholder skills.
