SOS Children’s Villages International (SOS CVI) is the umbrella organisation for over 130 SOS Children’s Villages associations worldwide. Regional Project Finance Manager (f/m)
Based in Tirana, Albania
Task and Responsibilities:
80% of the time - Project Finance Management, Monitoring and reporting

  • Manage project budget, including tracking of financial and material resources;
  • Ensure accurate and timely reporting of project finances and progress status;
  • Develop and oversee project expenditure monitoring system and review actual financial performance against the budget, and explain variances on a regular basis;
  • Ensure project staff compliance with all SOS CVI administrative and operational procedures and policies, as well as applicable donor regulations;
  • Prepare project expenditures, budget adjustments, and cost modification requests to donor;

  • Maintain written track record of all project-related communication and agreements;
  • Keep all project-related documentation on file;

  • Review on regular basis project details, deliverables and schedules as per project Implementation Plan;
  • Ensure yearly and final reports are produced on time, in quality manner as per donor requirements;
  • Ensure the implementation of local and SOS CVI Accounting standards and regulations, aligned with IFRS / IAS.
  • Ensure correctness of accounting system to be organised in a professional way, including: accounting software, documents management, and processes according to SOS CVI and donor’s requirements.
  • Ensure correct annual budget preparation to be incorporated into SOS CVI planning and budgeting process.
10% of the time - Learning and capacity building

  • Facilitate and document learning across all aspects of the project to improve planning and decision-making;
  • Outline good practices as well as common challenges;
  • Ensure wide dissemination and visibility of project achievements;
10% of the time - Leadership and team management

  • In line with SOS CVIs standards for leadership framework provide functional leadership and support for project finance staff;
  • Support professional and personal development of staff;
Requirements:

  • At least 3-5 years experience managing financial and contractual aspects of international development projects, preferably German government or European Union funded projects;
  • Familiarity and experience with accounting programs and systems;
  • Experience of project/program concept development and management;
  • Demonstrated experience and skills in developing and managing large project budgets;
  • Familiarity with standard procurment regulations and principles (World Bank, EU, etc);
  • Strong analytical and computer skills (applications and databases), with an emphasis on budget and financial analysis;
  • At least 3 years experience in provision of trainings on finance topics;
  • Fluency in written and spoken English.
  • Willingness to travel up to 20-30%

Provision of Contract:
The successful candidate will be based in Albania on a full-time basis, till end of project 30.04.2025, with three months of probation period.
The Regional Finance project manager will be part of the International Office CEE/CIS/ME Institutional Partnership Development team and reports to the Team Leader of Institutional Partnership Development Finance
