Profesionisti Recruitment Agency on behalf of our Client KfW (The German Development Bank) is looking for a highly qualified and motivated “Multi-Sectoral Project Coordinator”. KfW is one of the leading financing institutions in the energy sector in Albania supporting all three governmental utilities (KESH, OSHEE and OST) in strengthening their infrastructure as well as the Ministry of Infrastructure and Economy in the energy sector reform. KfW works on behalf of the German Government, helping to achieve the goals set for German Development Co-operation.

Summary of the position:
The Coordinator’s role is to coordinate and develop KfW’s Financial Co-operation portfolio in Albania in several areas including vocational and education training (VET), integrated regional & sustainable economic development as well as biodiversity & environment. This involves, among others, project acquisition, preparation, implementation and monitoring in close coordination with the KfW office’s director in Tirana and the respective Portfolio Managers in Frankfurt, Germany.


The Project Coordinator shall cover the following tasks:

a. Closely coordinate with the Portfolio Managers and the Project Team in Frankfurt all necessary actions and activities to jointly ensure successful implementation of the KfW projects;
b. Review and assess the project implementation reports of the entities and/or consultants as well as studies and prepare content summaries and qualified analysis;
c. Participate in project related meetings with partners, consultants, contractors etc. and minute those meetings for comprehensive reporting to the Portfolio Managers in Frankfurt;
d. Support the Portfolio Managers to elaborate the projects’ annual reports for the German Government, the EU-Commission and/or other Donors;
e. Maintain and develop excellent contacts to project partners and clients, i. e. relevant sector ministries, local government administrations as well as state-owned enterprises;
f. Help to develop new projects in line with the priority areas defined by the German Government and in line with headquarters strategies;
g. Screen and assess project proposals received with regard to their plausibility and feasibility;
h. Prepare and support project appraisal and evaluation missions and support the elaboration of the project appraisal and evaluation reports for the German Government and/or grant application form for the EU-Commission;
i. Draft documents and correspondences;
j. Continuously research, monitor and report on the relevant sector developments including relevant governmental sector policies as well as legislation and prepare qualified assessments;
k. Represent KfW in all relevant partner institutions (ministries, utilities, associations, other donors, NGOs etc.), and during important events;
l. Facilitate procedures and communication with partner institutions and clients and support KfW’s Tirana Office in its various functions;
m. Identification and close-follow-up on all relevant budgeting and planning processes (including but not limited to annual and medium-term budget planning, single sector project pipelines, prioritization processes in the context of debt management processes) and monitoring of relevant deadlines. Coordination with the respective executing agencies (either directly for the own portfolio or through the relevant project coordinator) to ensure inclusion of ongoing and upcoming projects in the relevant planning processes;

The following skills and expertise are needed:

• Master’s Degree in Economics, Business Administration, Public Law, Project Management or related fields of study;
• Minimum 5 years of work experience in project management, finance or development co-operation;
• Experience in social and/or economic infrastructure projects and/or working with relevant sector entities and sound knowledge of the Albanian and regional sector landscape;
• Experience in the design, fund raising, and implementation of projects financed by international financial institutions and/or EU is an advantage;
• Co-operation experience with government institutions and familiarity with public procurement and budgeting procedures would be a strong asset;
• Computer literacy skills (MS Office);
• Fluent in English (both written and spoken). Very good knowledge of German is a plus;
• Strong and proven analytical skills;
• Excellent skills in writing reports, assessments etc;
• Excellent organizational skills and ability to manage / follow-up on complex administrative processes;
• Excellent communication and negotiation skills;
• Highest level of integrity;
• Autonomy in the day-to-day work,
• Proven ability to work in a team.
