JOB DESCRIPTION

Position: Human Resources Manager

Reports to: Finance Manager

Has Authority: Plan, direct, and coordinate human resource management activities.
Qualifications: Knowledge of Human Resources and minimum of five (5) years full time experience. Preference – worked for a foreign company established in Albania for construction activities
Foreign language: Fluent in English (speaking and writing)

Is Responsible for:
• Oversee the evaluation, classification and rating of occupations and job positions.
• Perform difficult staffing duties, including dealing with under-staffing, refereeing disputes, firing employees, and administering disciplinary procedures.
• Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
• Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
• Prepare personnel reporting and forecast to project employment needs.
• Provide current and prospective employees with information about policies, job duties and working conditions.
• Advise managers on organizational policy matters such as equal employment opportunity and recommend needed changes.
• Analyze training needs to design employee development, language training and health and safety programs.
• Conduct exit interviews to identify reasons for employee termination.
• Identify staff vacancies and recruit, interview and select applicants.
• Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
• Represent organization at personnel-related hearings and investigations.
• Study legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
• Liaise with Site administration for supervision of the Management of shift leave period of expatriate staff and the coordination of Travel and Visa Department.
• Study the scale of salary in compliance with current labor laws, issue a report to Management.
• Participate to the negotiation of employee claims if necessary.
• Participate to the meeting with staff representative and Training Department Manager to conduct candidate for Training course.
• Knowledge on the IT payroll system running for the Project.
• Liaise with Tax Authorities Office and Social Contribution Organisms to register the employees, to submit the monthly payment of tax withheld and social contribution
• Annual Reconciliation with Social Contribution and Tax Withheld.
• Response to the audit or queries from Tax Office and Social Organisms.
• Checking the accuracy of the monthly payroll.
