Position: Policy Development and Advocacy Specialist
The Water Supply and Sewerage Association of Albania (SHUKALB) is seeking to hire a full-time person to fill the position of Policy Development and Advocacy Specialist for the project " Sustainable Water Sector Capacity Development in Albania". The overall Program Objective is to build a platform for training in Albania and the Western Balkans that will be an example of sustainable workforce development and which will contribute to the increased professionalism in delivery of the essential public services of water supply and waste water management. This position will work under component 4: Establish a not-for-profit institution, governed by a selected board of water sector stakeholders that would guide the development of a sustainable water supply and sewerage skills and certification training program in Albania.
Reports to: Project Manager
Position summary:
Responsible to support the advocacy activities toward mandatory certification under the Project. Main tasks will include: research, stakeholder meetings with respective bodies and legal consultation.
Job Specifications:
• Conduct research on the legal basis for test - based certification for the workforce of the Water Sector in Albania.
• Conduct research on certification models in other countries.
• Identify all implied bodies/institution and their functions and responsibilities the certification process.
• Facilitate discussion of the Advisory Council on procedures to legalize and institutionalize certification in Albania.
• Presentation of the findings and their transformation into an implementation plan.
• Draft policy papers in support of implementation of test - based certification for the workforce of the Water Sector in Albania.
• Establish relationship and communication with certification bodies/institution in other countries.
• Other related duties.
Education and Experience Required:
• A university degree in law, or any other public policy field.
• 3 - 5 years of work experience; similar job experience would be an advantage.
• Strong written abilities in Albanian with very good, both oral and written, abilities in English.
Skills Required:
• Initiative and ability to work with little direct supervision.
• Effective computer skills; Microsoft Office Software.
• Effective communication skills both verbal and written with superiors, colleagues, and individuals inside and outside the Project.
• Effective analytical and synthesis skills.
• Ability to present and summarize in an effective way.
• Able to travel occasionally within the country and in the region.
• Ability to work as part of a team.
