SOS Children’s Villages strongly believes inadvocacy work contributing to favourable policies and practices for childrenwithout parental care or at risk of losing parental care.
Advocacy projects have been part of the organisation’s strategic plan since2009 and the organisation is further looking to develop more advocacy work toensure sustainable changes at policy and practice level for children withoutparental care or at risk of losing it.
SOS Children’sVillages Albania is lookingfor an external researcher to conduct a project external evaluation.
The purpose of theevaluation is to analyse the progress and the success of I matter campaign(advocacy project) upon its completion, based on set goals and objectives.
I matter is aninternational and national advocacy campaign of SOS Children’s Villages (3-5years) focused on improving policy and practice for young people ageing out ofcare. The objectives of the I matter international campaign were to raiseawareness and knowledge of duty bearers in the area of leaving care and neededimprovements, increase youth participation and empowerment and ensure changesin legislation and policies. Aligned national objectives are designed withinthe frame of the “I matter” national project
Theevaluation should answer to the following questions:
} Towhat extent were the objectives achieved? Or were they the right objectives inthe first place?
} Howdid the objectives change and evolve throughout the advocacy project and why?
} Howrelevant, effective, efficient, sustainable and participatory is the project?
} Whatfactors contributed to success or failure?
} Whatspecific approaches worked and which did not?
} Whatimpact did any change have on the lives of beneficiaries (if at all)?
} Whatneeds to be change in the future as a result of this evaluation?
As aforward-looking exercise the evaluation should identify the key lessons learntthat can be applied to improve the relevance, efficiency, effectiveness,sustainability and impact of advocacy work.
Main responsibilities of external evaluator:
} Theexternal evaluator should plan the evaluation design in coordination withnational staff on local/national and regional/continental level. This includes:
} Planand design the data collection process:
} Identificationof the major stakeholders, implementing partners/coalitions, beneficiaries,duty bearers, policymakers etc. to be interviewed
} Agreeingon the type of information to be collected
} Preparationof checklists and other tools for data collection (documentation, surveys,activity recording, logs, etc.) and consult with staff onproject/national/continental level
} Datacollection
} Dataanalysis
} Preparationof evaluation report: The external evaluator will analyse the collected dataand will prepare an evaluation report that describes the main findings,recommendations and lessons learnt. The final report should follow thestructure and content as outlined in the terms of reference
} Presentthe findings to the coordination team of the project
} Finalizethe report after feedback is collected
Theassignment should be implemented during January – March 2014
Profile of the external consultant
} Previousexperience in conducting and leading human rights/advocacy evaluations (threeyears preferably)
} asocial science background
} indepth knowledge of human rights advocacy and advocacy approaches
} goodfacilitation and interpersonal skills
} provenexperience or participatory evaluation and data collection methods
} stronganalytical and conceptual skills
} Excellentwriting and communication skills in English and the local language.
} abilityto transfer complex concepts / ideas into practical and simple language
} ideallyhave experience in organising research processes with/for SOS Children’sVillages
