Frequency Planning and Optimisation Engineer

Job purpose: The RAN Frequency Planning and Optimisation Engineer position implies dealing with the RAN planning & design activities, along with the optimization of RAN performance through various tools.

Main job accountabilities:
  • Deliver current 2G and 3G spectrum requirements for the radio network.
  • Generation of complete ARFCN/BSIC/Neighbour definition plans, coupled with the complete mutual inter-system neighbour definition with WCDMA networks. Develop and roll out common 2G parameters across the Vodafone Albania footprint.
  • Definition of the Primary Scrambling Codes and the selection of the WCDMA cell parameters with NSN UTRAN. Develop and roll out common 3G parameters across the Vodafone Albania footprint.
  • Post frequency planning performance analysis for various Ericsson and NSN KPIs, based on counter database and drive test post-processing, in terms of call retain-ability, drop reason drill-down, handover failures, TCH/SDCCH/PDCH SET dimensioning, EDGE/GPRS throughput, PCU HW and SW license bottleneck verification etc.. Appropriate and relevant management reporting of deliverables and performance.
  • Develop and manage the radio capacity requirements for the 12 months planning horizon, based on subscriber and Marketing service requirements coupled with the context of 3 year plan strategy.

Profile Requirements:
  • University degree in Telecom Engineering.
  • Minimum 2 years related experience in the Radio Network planning and configuration.
  • Deep experience of the way the network works and how performance contributes to overall customer experience.
  • Well established expertise on the NSN and Ericsson products for GSM &UMTS RAN, along with their evolution towards the future technologies.
  • Detailed knowledge on the various GSM spectrum bands allocated in Europe, Primary & Extended GSM 900 MHz, DCS 1800 MHz band.
  • Certified experience in the usage of the various specialized radio planning tools for the complete RAN design, such as Atoll from Forsk, is highly recommended.
  • Advanced knowledge on the implementation of the Baseband Frequency hopping, with Ericsson and Nokia Siemens Networks.
  • Advanced knowledge on the implementation of the Synthesised or Radio Frequency Hopping in Ericsson and Nokia Siemens Networks BSS infrastructure, along with all the special techniques for the selection of the various parameter sets.
  • General knowledge on the actual deployment requirements related to the Dynamic Frequency Channel Allocation functionality, in the Nokia Siemens Networks BSS S15.
  • Keen of making use of the 3GPP documentation related to the spectrum and carrier management, in the GSM only scenarios coupled with cases when re-farming could take place, catering for future technologies implementations in the GSM bands.

Other Requirements:
  • Good communication skills, in order to deliver Performance, Planning and Development reviews, with colleagues on a regular and as needed basis.
  • Ensure clear and open communications with management, peers and authorities outside organization.
  • Maximize the cost effective deployment of Vodafone's Radio Access Network by implementing best practice approaches.
  • Drive common processes and manage changes in line with network evolution and technology.
  • Build and extent the radio knowledge to an outstanding level.
  • Use of own technical expertise to deliver results when needed.
