Introduction
Background Information on FBSH

FBSH is an Albanian NGO, which has the overall mission of combating all forms of violation of children’s rights. Since its foundation in 2002, FBSH, with the support of Save the Children programme, has been working to reduce the vulnerability of and to empower socially excluded children and families in the area of Kinostudio, one of the most impoverished neighbourhoods of Tirana. It focuses on assisting the most vulnerable children and their families, particularly through education and reintegration programs.
Interventions to promote and protect children at risk are based on a holistic approach. Work with children at risk has been considered in the context of their families and communities, combining formal and non-formal education activities, psychological and social support, and recreational activities. “FBSH’s approach to the reintegration of children and families at risk has been a multifaceted approach placing the child at the center. It has developed links to the family, community, and institutions to best serve the empowerment of children and families and their integration into life. The core of the approach is integration of children in the educational system while promoting the proactive model of community outreach and empowerment.”
FBSH is implementing several projects on Roma in Tirana aiming at strengthening the community to
protect and care for their children in Tirana, focused on education, protection and integration of
children. FBSH with the support of Save the Children programme has been working to reduce the
vulnerability of and to empower socially excluded children and families in Tirana (Kinostudio area), by
focusing on assisting the most vulnerable children and their families, particularly through education and
reintegration programs.

Project Description

FBSH is implementing during 2012 a project supported by Save the Children in Albania titled “Promote
healthy and protective environment for Roma Children in Tirana”.
The project aims at providing better life opportunities for Roma children.The project will support Roma children and their families in Tirana to ensure access to health services and improve their basic living conditions through addressing their emergent needs. Through cultural mediation mobile health assistance will be provided considering the lack of access in the public health services and lack of information.
With SCiA initiative in cooperation with the Technical Secretariat for Roma (TSR) in Ministry of Labour
Social Affairs and Equal Opportunities (MoLSAEO), FBSH, Save the Children in Albania and and ARSIS
carried out a survey during 2011 which has collected and documented data related to the living
conditions of Roma people in Tirana and has documented their situation, health needs, and access to
basic services. The survey results are documented for 13(thirteen) Roma settlement locations. Emergency
basic needs of Roma families will be addressed in three settlements in Tirana, through interventions that
will support the community to benefit from water, shower facilities and electricity provision.

Purpose of the Service
In order to fulfil the project objectives identification, assessment and selection of 6(six) priority potential Roma settlement locations needs to be carried out.These locations will be identified and selected from 13 settlements already included in the survey report in Tirana based on the emergent need of intervention for installation of showers, water and electricity supply.
Consultancy is required to carry the identification and selection of 6(six) Roma settlement locations most in need for interventions.
Tasks to be performed

Under the supervision of the Executive Director of FBSH in close cooperation with SCiA responsible coordinator, the consultant will carry out the following tasks:

1. Desk study for survey report review.
2. Identify 6 (six) priority potential Roma settlement locations most in need for emergent
interventions in cooperation with FBSH and SCiA
3. Visits in selected potential locations and assess the emergent needs
4. Prepare a detailed report on the results emerging and interventions needed.
5. Closely consult and work with FBSH executive director and SCiA responsible coordinator
