Procurement Technology Team Manager

Purpose of the position: Team Manager is responsible to lead and steer Procurement Sourcing activities in a defined area of responsibility. She is heading a team of Strategic Sourcing Specialists and depeding on her mandate, the role holder is responsible to provide efficient local sourcing initiatives / supplier deals in accordance with existing category strategies and rules of collaboration.

Main Tasks:
  • Steer a team of Procurement Specialists in a defined area of responsibility.
  • Provide efficient Procurement Strategic Sourcing Services, Operations Steering Services or Business Intelligence services to the business.
  • Performing or supporting respectively regional/ local strategic sourcing initiatives / supplier deals within the defined category / sub-categories and the defined area of responsibility/ collaboration.
  • Supporting Global Category Sourcing in performing sourcing initiatives / supplier deals and performing local implementation of sourcing initiatives.
  • Advising internal stakeholders when sourcing materials and services as well as active analysis of optimization levers regarding demand and demand specifications (Demand Shaping).
  • Preparation and performing local tenders and participating in negotiations within the defined category / sub-categories strategy and rules of collaboration.
  • Alignment of awarding decision with internal stakeholders.
  • Preparation of Local frame contracts respectively with main vendors of the category / sub-categories.
  • Performing second level claim management with vendors (in case of issues with quality, logistics and quantities)
  • Execution and documentation of strategic sourcing initiatives, incl. documentation of achieved savings (e.g. by demand shaping).
  • Perform alignment with Proc-POS and contribute to alignment with local Procurement Operations to ensure applicability of contract(s).
  • Perform active contract controlling for the contracts under responsibility and manage change requests for the contracts in place.
  • Contribute to category-internal vendor management activities for the category / sub-categories.
  • Ensure smooth integration between sourcing teams, purchasing operations and vendor management teams. Support and coaching of junior members of the team as the team grows.
Education: Bachelor’s Degree or Higher.

Experience and Qualifications: Minimum of 5 years’ experience in Procurement operations, preferably in Telecommunications. Experience within direct and Indirect procurement categories.

Skills:
  • Broad understanding of category management and associated procurement best practice.
  • Excellent communication skills and ability to build effective relationships with all key stakeholders both internally and externally.
  • Fluent in English and Albanian (MUST).
  • Negotiation Skills and analytical skills.
  • IT skills: MS Office skills / skills on eProcurement platforms (eSourcing platforms as well as basic ERP skills).
