We are looking for a National Program Development Director!
Mission of the position:
The National Programme Development Director (NPDD) ensures the implementation of the SOS Children’s Village Programme Policy and drives (steers) the implementation of quality child development programmes (work with families of origin; SOS families, other alternative family based care options and various programme interventions like direct essential services, capacity building and advocacy in the field of care, education and health). The NPDD ensures (or leads) the implementation of a quality assurance system within SOS Children’s Village Programmes including monitoring and evaluation. She/he leads the development of the national programme development strategy, related budgets and action plans.

About you:
Must criteria for the position! Competencies – knowledge, skills, abilities
  • University degree education in social sciences
  • Minimum 5 years experience in child and family development programmes
  • Minimum 2 years management experience; Leadership experience
  • Experience in programme management and planning
  • Good knowledge of standards and current directions of development in the field of child’s rights approach, and social welfare systems
  • Good knowledge of legal issues relating to social welfare
  • Good knowledge of Human Resources Development
  • Organisational skills – skills of planning and organising resources necessary for achievement of goals
  • Good knowledge of written and spoken English; High level of communication skills

  • Has strategic and analytical thinking abilities.
Main tasks and responsibilities

  • Steers strategic programme development in the national strategy development process, ensuring relevant and sustainable programmes in alignment with SOS CVI 2030 strategy and SOS Care Promise as well as national government strategies and policies
  • Leads the development of national child rights situation analysis and other analysis/research to inform strategic programme development
  • Monitors progress towards national strategic targets (KPIs, programme trends) and proposes mitigation measures to national management in case of non-achievement
  • Coordinates nationally and ensures support to programs /projects in the implementation of the results based management approach; contributes to the overall implementation of Connect SOS, including ProDigi, new programme structure, partnership agreements etc.
  • Leads the development of a systematic quality assurance approach and supports programs / projects in setting up internal control
  • Supports programmes/projects in the implementation of services to be evidence based and aligned with federation and national policies and quality requirements, in order to ensure legality, relevance, quality and sustainability of services
  • Plans, monitors and supervises the work of the national PD department, ensuring relevant technical expertise and competencies among PD advisors
  • Ensures the development of national advocacy strategy and plans and contributes to the implementation
In the framework of child protection policy:

  • Has the responsibility to protect children from all forms of abuse, abandonment, manipulation, violence and discrimination;
  • Has the responsibility to act without delay and report any suspicions, concerns, allegations or incidents regarding the safety of children immediately;
  • Ensures confidentiality and sharing of information as needed;
  • Has the responsibility to respect the Regulation on “Prevention and Protection against Sexual Harassment, Exploitation and Abuse” as well as Code of Conduct.
  • He / she is expected to promote and support a culture of respect, dignity, trust and accountability that deters violations.
Terms:

  • Full-time (40 hrs), 5 days a week: Mon-Fri;
  • Workplace in a centrally located office in Tirana;
  • Employment contract in accordance with the Labour Legislation of the Republic of Albania;
  • Training both at the beginning and in the process of work;
