Head of BSS/OSS Operation Department

Purpose of the position:
The BSS/OSS Operation Head of Department will lead and manage multiple teams within the IT group, focusing on operational excellence, reliability, and efficiency in Business Support Systems (BSS) and Operations Support Systems (OSS). This role is crucial in ensuring seamless operation of systems that support customer relationship management, order management, billing, charging, interconnect, roaming, mediation, business intelligence, and campaign management, as well as monitoring systems.

Main Tasks:
  • Leadership & Management:
    • Lead and manage the following teams: CRM and Order Management, Billing and Charging Operation, Interconnect, Roaming and Mediation, BI, and Campaign Management;
    • Provide strategic direction, mentorship, and support to team leaders to ensure high performance and goal achievement;
    • Foster a collaborative and innovative team culture.
  • Operational Excellence:
    • Oversee the day-to-day operations of BSS and OSS systems to ensure high availability, reliability, and performance; Implement and maintain robust operational procedures and standards;
    • Ensure compliance with industry regulations and best practices.
  • Process Improvement:
    • Identify and implement process improvements to enhance the efficiency and effectiveness of BSS/OSS operations;
    • Utilize data-driven insights to optimize operational performance and service delivery.
  • Stakeholder Management:
    • Collaborate with internal stakeholders including senior management, IT teams, and business units to align BSS/OSS operations with business objectives;
    • Act as the primary point of contact for external vendors and service providers related to BSS/OSS operations.
  • Incident Management:
    • Oversee the incident management process, ensuring timely resolution of issues and minimizing impact on business operations;
    • Develop and implement incident response plans and root cause analysis processes.
  • Budget & Resource Management:
    • Develop and manage the department’s budget, ensuring cost-effective use of resources;
    • Allocate resources efficiently to meet operational demands and project timelines.
  • Reporting & Documentation:
    • Ensure accurate and timely reporting on operational metrics and performance indicators;
    • Maintain comprehensive documentation of processes, procedures, and system configurations.
Education: Bachelor's degree in computer science, Information Technology, or related field. Master’s degree or MBA is a plus.

Experience and Qualifications: Minimum of 10 years of experience in BSS/OSS operations, with at least 5 years in a leadership role. Proven track record in managing large-scale BSS/OSS operations within a telecommunications environment.

Skills:
  • Strong leadership and people management skills;
  • Excellent understanding of BSS/OSS systems, including CRM, billing, charging, interconnect, roaming, mediation, BI, and campaign management;
  • Exceptional problem-solving and analytical skills;
  • Strong communication and interpersonal skills;
  • Ability to manage multiple priorities and work under pressure;
  • Proficiency in ITIL or similar frameworks is highly desirable.
