Invitation to submit an offer for Office Rental Contract

The Austrian Development Agency (ADA) intends to conclude a service contract concerning an Office Rental Contract.

The technical specifications to be meet, and offered under this service contract are summarized below:

• offers to provide office rental space for a minimum period of forty-eight (48) months commencing from 1 January 2024;
• a suitable office to be located in Tirana to accommodate 10-12 (ten to twelve) staff;
• total office space requirement (useable) should be at least one-hundred fifty to two hundred Square Meters (150 to 200 sq.m.) and have a separate meeting room that accommodates up to 15 people;
• office space to be leased must be strategically located within the inner circle of Tirana city, easily accessible by car and preferably within proximity to government offices and EUD;
• office space must comply with all relevant ownership documents and legal requirements. The Landlord should provide proof of ownership and any necessary documentation to demonstrate the legitimacy of the property's ownership, including property title certificate, building permits, and any other relevant legal documents related to the property;
• Other technical specifications regarding facilities and utilities:

3	The office should have reliable access to electricity, water, and sanitation facilities, all of which should meet local health and safety standards.	Adequate facilities for uninterrupted daily work
4	To have sufficient power (electrical) fixtures, lighting fixtures and convenience outlets.	Adequate electrical and, lighting systems per each separate room
5	To have separate fully furnished bathrooms.	At least 2 bathrooms, furnished
6	To have a furnished kitchen	1 kitchen, not necessarily a separate space
7	Offices must have individual air conditioners.	Available per each separate room. In case of a centralized air conditioner, provisions must be made for individuals to control and or /adjust the temperature in their own demarcated areas.
8	IT Requirements: Access to FIX phone and fiber internet is preferred. All offices, and meeting rooms should be wired for data services. Provisions should be made for the installation of data cables if needed.	Available per each separate room. In case the offices are not wired (or need more data outlets), the lease should be allowed to demolish/chip portion of walls, floors, and ceilings for the installation of data cables.
9	The office space must ensure enough space for accommodating the permanent staff and ensuring adequate space between the desks.	Office space and rooms to be empty
10	Security Requirements: The office space must be equipped with Dedicated fire exits/escape routes Security system/alarm/intercom Verifiable calculations for statics/structural analysis.	A good intrusion detection alarm system should be in place. Intelligent locks particularly for the main entrance door to the office space.
11	The office space must ensure natural lightening to provide the staff with equal natural lightening in their individual spaces.	Applicable to all rooms.

The financial offer should contain the following information:

1. Name and address of bidder (in block capitals);
2. Description of the office rental space;
3. Total monthly rental fee in EURO (net & gross including any additional fee considered such as: agency fee, Notarial fees, maintenance building fees etc.);
4. Availability of the office rental;
5. Validity period for the offer.

The offer must be dated and legally valid signed. The name of the signatory (in block letters) must be indicated at the signature.

Processing of Personal Data
During initiation and performance of contracts, ADA may process personal data of natural persons that are collected by ADA or transferred or disclosed to ADA by prospective contractors or third parties under their instruction, e.g., personal data of employees, legal representatives, agents, or other partners of the prospective contractors or such third parties.
By submitting information to ADA, you, as a prospective contractor, acknowledge:

• to have taken note of ADA’s Privacy Notice https://www.entwicklung.at/en/media-centre/privacy-notice (’ADA Privacy Notice’);
• to ensure that each direct or indirect transfer or disclosure of personal data to ADA during the initiation or performance of a contract is lawful pursuant to applicable data protection law;
• to ensure that all persons, whose personal data are transferred or disclosed to ADA, were promptly and demonstrably provided the ADA Privacy Notice; and
• that if a contract is concluded and in accordance with its terms, ADA publishes, in particular on the ADA website, information about the contract and the contracting parties.

Finally, we would like to underline that this is not an invitation to participate in a formal tender procedure but merely the invitation to submit a bid within the framework of a direct award procedure. The submission of an offer does not constitute any grounds for a legal claim towards ADA regarding the conclusion of a service contract.
