VACANCY ANNOUNCEMENT
SOS Children’s Villages Albania is a private, nongovernmental and non-profit organization, which makes every attempt to offer a permanent home to the children who have lost their parents or for several reasons have no possibility to live with them. The SOS Children’s Village also strongly support the children at risk of losing their families, and the families in need through implementation of different projects aiming at the further development of their capacities.

National Program Advisor (preventive and alternative care)

The National Program Advisor drives the development and implementation in the field of preventive and alternative care. S/he builds capacity in the member association and provides technical expertise to national and programme management in planning, implementing and monitoring of programme interventions in the area of family strengthening and alternative care. S/he is responsible for introducing and monitoring the implementation of quality standards in both this areas.

Main responsibilities:
  • Actively contributes to putting the SOS Children’s Villages Programme Policy and related policies into practice taking into consideration national legislation and context.
  • Support in carrying out CRSAs and external and internal needs assessments, feasibility studies
  • Provides technical expertise to support the development of key program planning documents i.e., concept note, results framework, activity schedule.
  • Provides technical expertise when setting up new services and interventions in a location and in applying for public funds.
  • Leads specific programme development projects as assigned.
  • Monitors and evaluates the quality and progress of programme interventions and projects, including through project visits, internal audits, and review of and feedback to project reports, statistics, and self-evaluation results to ensure that interventions are in line with organisational plans, standards, and policies, and with national legislation
  • Collects, documents and distributes lessons learnt as well as identified challenges.
  • Provides capacity building on preventive and alternative care to national and programme staff based on needs identified
  • Joins relevant networks, platforms, campaigns, working groups and advocates on behalf of the organisation for the promotion and protection of children’s rights, especially on issues linked to children at risk of losing the care of their families or children without parental care.
  • Participates in relevant national/international conferences.
Requirements:
  • University degree in a relevant subject area, e.g., development studies, community development, public policy & planning, social sciences, etc.
  • At least 5 years of experience in community mobilization and advocacy and alternative care services
  • Advanced knowledge of professional care quality standards and developments in psycho-social fields
  • Knowledge of human rights and rights-based approaches in the development of programmes and national policy developments in the area of child welfare.
  • Advanced knowledge of child’s rights
  • Experience in project management, planning, monitoring and evaluation
  • Strong communication skills
  • Well-developed training, facilitation and presentation skills
  • Good command of English, written and spoken
In Terms of Safeguarding:
Responsible to raise awareness of the SOS Child Protection Policy principles and to protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
Supports line managers in organizing relevant preventive actions addressing existing and possible CS risks as identified by the CS risk assessment.
Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to respective line manager.
Has the responsibility to respect the Regulation on “Prevention and Protection against Sexual Harassment, Exploitation and Abuse” as well as Code of Conduct.
He / she is expected to promote and support a culture of respect, dignity, trust and accountability that deters violations
