SOS Children’s Villages Albania is a private, nongovernmental and non-profit organization, which makes every attempt to offer a permanent home to the children who have lost their parents or for several reasons have no possibility to live with them. The SOS Children’s Village also strongly support the children at risk of losing their families, and the families in need through implementation of different projects aiming at the further development of their capacities.

National Child safeguarding & Advocacy Advisor

In the framework of Child safeguarding s/he drives the development and implementation of Child Safeguarding procedures and takes a leading role in development of reporting and responding procedures in the Member Association. S/he builds CS capacity in the member association and provides technical expertise to national and programme CS teams in implementation of CS procedures.
S/he supports management in actions to ensure that children who are directly and indirectly cared for and supported through SOS Children’s Villages Programmes are safe and protected.
In the framework of Advocacy s/he is responsible for designing, coordinating and monitoring the advocacy campaigns in children’s rights, building and development the collaboration with other parties who operate in the field of child rights; actively participate on behalf of the organization, in the important networks with focus children’s rights;

Main responsibilities:
  • Acts as an advisor to national and program management and staff on Child Safeguarding
  • Coordinates the implementation of the Child and youth safeguarding policy and related child safeguarding policy support documents in the member association.
  • Coordinates the development of national CS actions during the annual planning
  • Sets up reporting and responding procedures in MA in line with the national legislation and the minimum requirements of the policy support document on child safeguarding reporting and responding procedures in member associations and the policy support document on child safeguarding investigations
  • Ensures implementation of CS reporting and responding procedures in the member association.
  • Conducts child safeguarding audits in all programmes of the member association.
  • Plans and technically supports management of CS investigations commissioned by ND.
  • Prepares biannual and annual child safeguarding report and submits the report for approval to the National Director.
  • Collaborates with other reporting structures such as Independent national OMBUD who monitors the activity of SOS related to CS;
  • Ensures that relevant child safeguarding documents and tools are available to child safeguarding team members at national and programme level.
  • Identifies capacity building needs on child safeguarding and child rights at national level and in programmes and facilitates training processes as well;
  • Ensures the development and the implementation of advocacy projects at the national level as well as the evaluation of the advocacy activity at the program/location level; supports and coordinates the strategic planning of the advocacy field of the organization;
  • Supports colleagues in incorporating the advocacy activities into their programs and projects; ensures and strengthens the connection with other strategic initiatives;
  • Conducts regular internal and external assessments on the situation of children's rights in the country and present the relevant results to the national staff;
  • S/he is informed about civil society advocacy activities/main events (especially for issues related to the target group of SOS Children's Villages) and shares the information with the National Program Development Director;
Requirements:
  • Bachelor degree in a relevant subject area, e.g child rights, law, development studies, social sciences or related field
  • At least 3 years experience in social welfare field, preferably in the area of child protection
  • Good knowledge of international standards, legal issues and current strategies of national development in the field of child’s rights and social welfare systems
  • Previous experience in designing and carrying out advocacy work (advocacy planning, campaigning), preferably in the field of children’s rights
  • Good knowledge on child welfare and protection issues in Albania (ideally experience in De-institutionalisation processes), Child Rights and the UN monitoring system of the Convention on the Rights of the Child.
  • Experience in monitoring child rights
  • Good command of written and spoken English
  • Strong communication, negotiation and advocating skills

  • Represent SOS Children’s Villages interests towards external partners
  • Stay informed on all issues related to child rights/social development
  • Develop CS guidelines and tools, and oversee their implementation
  • Strong analytical and writing skills
  • Facilitation, negotiation, public-speaking and interviewing skills
  • Work under pressure with tight deadlines
  • Good coordination and organization skills, including ability to plan, organize and deliver results
Preferred additional criteria:
  • Knowledge of national policy developments in the area of child welfare
  • Experience in advising and consulting work
In Terms of Safeguarding:
  • Responsible to raise awareness of the SOS Child Protection Policy principles and to protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
  • Supports managers in organising relevant preventive actions addressing existing and possible CS risks as identified by the CS risk assessment.
  • Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to respective line manager.
  • Has the responsibility to respect the Regulation on “Prevention and Protection against Sexual Harassment, Exploitation and Abuse” as well as Code of Conduct.
  • He / she is expected to promote and support a culture of respect, dignity, trust and accountability that deters violations
