Consultancy for developing a Baseline

Terre des hommes Mission in Albania is seeking to contract an expert to conduct a baseline assessment on level of youth involvement and their contribution towards creating positive change into society.


In the framework of the Project “Prevention and Safe reintegration: Holistic Approach and Resilience to Violent Extremism” funded by the Global Community Engagement and Resilience Fund (GCERF), Terre des hommes Mission in Albania is seeking to contract an expert that displays the human, ethical and technical demands to conduct a baseline assessment with a specific focus on youth involvement on advocacy and innovation initiatives towards creation of positive change into society. Also, the baseline assessment will measure the level of acceptance of young people toward most vulnerable groups as well as their satisfaction towards the quality of protection services received in local level. The baseline assessment will be used as a starting point of the above-mentioned key elements which later will be remeasured to document progress and change.


1. About us

Terre des hommes (Tdh) is the leading Swiss organization for children’s aid, operating in Albania since 1993, in the field of child rights, child protection, migration and juvenile justice, for strengthening of a national child protection and justice system in Albania. Terre des hommes’ area of expertise ranges from psycho-social interventions with vulnerable children and their family and community members, to empowerment of local, regional, and national level governmental institutions and key stakeholders, to strengthening child protection, juvenile justice system and social inclusion system for migrants in Albania.


2. Background

Violent extremism and radicalism that favour terrorism has occurred both with ordinary people and with individuals with whom it has been difficult to contact due to their marginalization. The Albanian Foreign Terrorist Fighters (FTFs) and their family members mostly joint ISIS between 2014 – 2015. Since then, the above-mentioned push factors and drivers have little changed in the country. Therefore, to facilitate the R&R process for the children and family members of the FTFs, the Albania needs to address these factors.

In the context of the CVE National strategy, there is a clear and urgent call to improve the capacity for R&R service delivery in the designated institutions. The Albanian "National strategy for countering violent extremism and action plan", charges the Ministry of Health and Social Protection (MHSP) with the development of pilot programs of de-radicalization and reintegration aimed at interventions in problem areas (Strategic Objective 3: Drafting comprehensive long-term policies, Measure 3.2 Improving knowledge and capacity to combat violent extremism, action 3.2.5).

On the other hand, the Law 18/2017 “On the rights and protection of the child” aims to define the rights and protection that any child is entitled to, the mechanisms and responsible authorities that shall guarantee effective exercise of, respect for, promotion of these rights, and the special protection of the child.

However, as the R&R actual situation landscape is evolving, and rapidly, there is a need to better understand the gaps that need to be addressed and to innovate in policy and practice to solve the architectural problems that limits not only the above-mentioned driving factors, but also the ability of government to address returnees’ identified development, rehabilitation, and reintegration needs. Many of these children are facing situations of being unaware of the decisions taken for them, some were born in the camps and lost their parents and caregivers along the way. They might have experienced family members being injured or killed by explosive weapons and mines, including during attacks. Especially for girls and women, the threat of having experienced gender-based violence, sexual exploitation, and abuse soars. Through it all, children lose critical health, education, and protection services. Their mental health and psychosocial needs are often neglected, with devastating long-term effect. Besides the case management approach that Terre des hommes in applying to support returned FTF’s in Albania, community mobilisation, as well as youth and community empowerment approach will be implemented to build community resilience towards violence with a specific focus CVE related issue. Designed capacity building programs, youth mobilization and youth engagement methodologies that will be implemented will boost youth participation at local level through implementation of dedicated advocacy initiatives and actions.

The overall objective of the project is modelling and implementing good practices of rehabilitation and reintegration of RFTFs by ensuring quality psychosocial services, strengthening children and family's resilience.

Terre des hommes Mission in Albania will oversee and contribute to the development and implementation of the program by bringing in internal capacities and expertise as well as it will involve outsourced national expertise that will provide for proven previous experiences and knowledges in the required fields. Tdh will support the implementation of the project with its recently developed MHPSS (Mental Health and psychosocial) framework, built from academic robust research as well as field experience. The recently developed MHPSS operational guidance – Towards psychosocial resilience and wellbeing. Its core five pillars will be contextualized to assess, design, implement and evaluate with frontline practitioners, communities and returned children and families, the key areas and capacities to strengthen through adapted interventions for appropriate rehabilitation and reintegration process.

In the framework of this project Tdh works in the following areas:

1. In Tirana, where national coordination efforts and specific capacity building events will take place.
2. In Tirana & Durres regions and in Pogradec, Librazhd, Elbasan, Cerrik, Diber & Bulqize municipality, location/communities where the returnee originate from or where potentially the Reintegration Plan (RP) will be implemented.
3. Purpose of the service

The goal of this baseline assessment is to explore the level of the existing realities for appropriate rehabilitation and reintegration process of RFTFs in Albania with a specific focus on youth involvement on advocacy and innovation initiatives towards creation of positive change into society. Also, the baseline assessment will measure the level of acceptance of young people toward most vulnerable groups as well as their satisfaction towards the quality of protection services received in local level. The baseline assessment should be mainly focused on (but not limited to) measure the:
a. % of children and youth involved in research, advocacy and innovation initiatives who report that they are active in creating positive changes;
b. % of individual that demonstrate level of acceptance towards most vulnerable groups;
c. % of individual who report they think the most vulnerable groups should be part of their communities;
d. % of users and beneficiaries (children, youth and family members (caregivers) who report satisfaction towards the quality of protection service received.
e. to produce a range of data collection tools and appropriate methodologies to complete the above tasks. These data collection tools and methodologies should be including (but not limited to) FGD, KII, desk review and triangulation of data.


4. Responsibilities of the Experts

Under the guidance and supervision of Terre des hommes Program Officer on Juvenile Justice the assignment would cover the following:

• Design baseline methodology and tools for the data gathering;
• Ensure data collection and data analysing;
• Submission of an inception report ;
• Consolidate qualitative and quantitative information into a draft baseline report;
• Finalize the final baseline report reflecting Tdh comments and recommendations.

The service is expected to be finalized by end of August 2022, within 20 working days


5. Required/preferred experience and skills of the expert:

• Strong knowledge on the Law no. 18/ 2017 “On the rights and protection of the child” and the legal framework on for social care and social protection in Albania.
• Previous experience in similar consultancy services.
• Expertise in youth and adult consultation methodologies.
• Ability to be creative, open and take instruction.
• Ability to meet deadlines and maintain high-quality of output working under pressure and time constraints.
• Excellent communication / organizational skills, attention to details.
• Extensive experience in qualitative research and data analysis skills.
• Experience in group facilitation and focus group design.
• Understanding of child rights and protection related issues.
• Excellent written and verbal communication skills in English and Albanian.
• Experience in report writing.
