Purpose of the ToR
Moderator for the project “Raising awarness and strenthening the capacity on alternative foster care service” in framework of the project “Development of CSO’s for Foster Care in Albania” implemented by SOS Children’s Village Albania in partnership with Tirana Legal Aid Society (TLAS) financed by European Union.
Project title: Raising awarness and strenthening the capacity on alternative foster care service
Background Information for the CSO
The "ASET" Center was established in 2014 by a group of experts with very long experience in various social, economic and legal fields; experts who have had success stories in their professions. The "ASET" Center aims to ensure the dignity, equality and guarantee of the humans rights, by developing any form of social solidarity between individuals, combating any form of poverty, promoting cultural, educational, legal, social and health assistance initiatives.
For the achievement of the objectives we have always aimed at cooperation with institutions at the local and central level and we tried to include these institutions in the projects implemented process.
Experts engaged by the ASET Center for Project Implementation are experts with long experience in the field of social protection, promotion and advocacy of human rights and have very high professional capacities in drafting social policies as well as long experience in civil society organizations.
Purpose of the service
Actually, “Center for Social Economic and Territorial Administration” (ASET-Center) will start the implementation of the project: “Raising awarness and strenthening the capacity on alternative foster care service” as part of a sub-granting scheme in the framework of the project “Development of CSO for Foster Care in Albania” implemented by implemented by SOS Children’s Village Albania in partnership with Tirana Legal Aid Society (TLAS) project financed by European Union in Tirana. The project will be implemented in Tirana Municipality.
The overall objective of this project is to promote the foster care service through raising public awareness, to increase the capacity of actors involved in providing social care services and to guarantee the provision of qualitative and standardized services to children without parental care through the training of potential foster care families.
ASET-Center seeks to contract a Moderator for this project, for a period of 9 days.

Responsibilities of the Moderator
- Moderating meetings with the social services staff at the local government units (social workers, psychologists, social administrators, CPUs etc)
- Moderating meeting with employees of the State Social Service
- Moderating formal workshops in social care public centres and schools of the municipality of Tirana
- Ensure all project activities are implemented on a timely and quality manner, in accordance with program standards and in compliance with donor requirements;
- Plan and coordinate the project activities in his/her responsibility in collaboration with project coordinator
- A Bachelor degree in Social Science
- Minimum 5 years of relevant work experience preferably in social field, preferably in an NGO.
- Fluency in English and Albanian is required for this position.
