Project Overview:

University Research Co., LLC has been awarded a contract by USAID to implement the Transparency in Health Engagement Project in Albania. The purpose of the Transparency in Health Engagement activity is to improve health services for Albanian citizens by supporting the Government of Albania’s efforts to target corruption and encouraging cooperation among selected independent government institutions, civil society organizations (CSOs) and media to urge for more responsible governance in the health sector. Transparency in Health Engagement Project is looking to hire a Media, Advocacy and Communication Specialist, to work with the Media and CSOs to strengthen their capacities to better identify and report corruption in the health system.

Roles and Responsibilities:

The Media, Advocacy, and Communication Specialist will lead the following activities:

  • Provide technical assistance to increase the capacity and effectiveness of Albanian media and civil society to better identify and report on corruption in the health sector, by designing and delivering capacity building programs and training;
  • Design effective mechanisms to increase awareness of the public about corruption in the health sector and to demand better health care services;
  • The incumbent will work closely with three target institutions to identify gaps in their public service delivery and transparency mechanisms, and assist them in building more effective collaborations with media and civil society organizations;
  • Lead the project communication strategy by developing and disseminating project results, fact sheets, and success stories;
  • Actively participate in project team building, work planning, design, implementation, and reporting;
  • Liaise with USAID to report on project results, activities, and other related materials such as press releases, articles and media coverage;
  • Other duties as assigned.


Minimum Qualifications:

Essential

  • Education: Master’s degree in Journalism, Communications, Public Relations or a similar degree;
  • 8-10 years of experience working in advocacy, international development and governance, including work experience with USAID and other donors;
  • Experience building linkages between media, CSOs and government bodies to increase transparency and strengthen their capacities to report and denounce corruption;
  • Proven experience working with both media and government institutions to publicize information and/or conduct advocacy activities;
  • Experience in anti-corruption and transparency advocacy activities;
  • Experience conducting investigative journalism or watchdog-type monitoring of institutions;
  • Fluency in English and Albanian required.

Desirable:

  • Strong social media skills; knowledge of up-loading photos/videos, experience of using online fora for outreach purposes, etc.;
  • Filming and editing skills for short video packages;
  • Strong advocacy skills with a proven record in issue-based advocacy;
  • Capacity building and technical assistance skills on media and advocacy.

ASSESSMENT

Evaluation of qualified candidates will include a written exercise which will be followed by competency-based interview.
