  • A Bachelor’s degree in Business Administration, Health Services or Health Care/Hospital Administration or related field.
  • Have a minimum of 15 years’ experience in a progressively responsible program management position
  • Excellent presentation, oral and written communication skills required
  • Have strong analytical and problem solving skills
  • Demonstrated staff management, project management and medical support missing/contract fulfillment
  • Proficient in speaking, writing and reading English
  • Must be a citizen of a NATO country and currently registered to practice within a NATO country

  • An MBA or MS in Health Care/Hospital Administration or equivalent
  • Certifications in Advanced Cardiac Life Support (ACLS), and Cardio Pulmonary Resuscitation (CPR)
  • Experience as a senior military officer (O-6) in a health care role
[FONT=&quot]DUTIES AND RESPONSIBILITIES:[/FONT]

  • The Program Manager (PM) receives authority from, and reports directly to the President, ITBM Middle East LLC and works with the customer to facilitate a supported and supporting relationship and partnership, and to work hand-in-hand to ensure that ITBM provides the highest level of medical care possible.
  • Serves as primary interface with customer, Contracting Officer and other designated Government officials throughout the term of the contract and related task orders
  • Ensures customer satisfaction by delivering quality service and effective solutions to emergent conditions
  • Responsible to provide all necessary personnel, administrative, financial, and managerial resources necessary for the support of the customer’s mission and all its functions and delivering all required services and deliverables in basic contract and task order(s) Performance Work Statements (PWS)
  • Develop and/or apply proven ITBM methodologies that assure that all activities are identified, documented, and tracked so that the contract will continuously be evaluated and monitored for timely and high quality service. The PM shall deliver the monthly status report to the Contracting Officer’s Representative (COR)
  • Directs and supervises the PMO, Medical Staff and other members of the team and is accountable for delivering quality products and services to the customer
  • Accountable for economic operations of the program
  • Manages the transition from incumbent military authority from contract award to full ITBM operating capability as described in the basic contract and associated task orders.
  • Plans, and executes all contractual service requirements.
  • Prepares, and manages program budgets, schedules, and achieves all performance requirements.
  • Directs program activities in accordance with the contract and Task Order PWS. Applies ITBM policies and procedures or develops and implements new procedures, as may be required.
  • Maintains or coordinates IT, radio and telephonic communication, transportation and other support services capability that are provided by the customer, ITBM partners, customer contractors and others to ensure no interruption in service to the customer.
  • Establishes and maintains patient tracking processes and procedures that will account for patient locations with the program health care delivery network.
  • Responsible through assigned PMO staff for all supply chain management processes to support continuous, fully capable operations of health care facilities.
  • Coordinates with the customer, customer contractors, customer facilities and capabilities (e.g., Medevac, Warehouses) to ensure mutual, timely support.
  • Promotes and restores patients’ health by collaborating with physicians and multidisciplinary professional staffs; providing physical and psychological support for patients and supervising assigned team members.
  • Establishes a compassionate environment by providing emotional, psychological, and spiritual support to patients.
  • Promotes patient’s independence by establishing patient care goals; teaching and counseling patient and reinforcing their understanding of disease, medications, and self-care skills; answering questions.
  • Assures quality of care by adhering to therapeutic standards; measuring health outcomes against patient care goals and standards; making or recommending necessary adjustments; following hospital and nursing division’s philosophies and standards of care.
  • Maintains safe and clean working environment by complying with procedures, rules, and regulations; calling for assistance from health care support personnel.
  • Protects patients and employees by adhering to infection-control policies and protocols, medication administration and storage procedures, and controlled substance regulations.
  • Documents patient care services by charting in patient and department records. Maintains patient confidence and protects operations by keeping information confidential.
  • Ensures operation of medical and administrative equipment by completing preventive maintenance requirements; following manufacturer’s instructions; troubleshooting malfunctions; calling for repairs; maintaining equipment inventories; evaluating new equipment and techniques.
  • Maintains nursing supplies inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; and verifying receipt of supplies.
  • Maintains staff by orienting new hires, training employees, maintaining a safe, secure and legal work environment and developing personal growth opportunities for nursing personnel
  • Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results, and coaching/mentoring, counseling and disciplining employees.
  • Developing, coordinating, and enforcing company policies, procedures and initiatives
  • Maintains quality service by enforcing quality and customer service standards, analyzing and resolving quality and customer service problems, identifying trends and recommending system improvements.
  • Assists with the managing of day to day activities and prioritizing tasks.
  • Operates personal computer to access e-mail, electronic calendars, and other basic office support software.
  • Complies with all applicable ITBM standards and guidelines.
  • Attends and participates in a variety of meetings.
  • Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.
  • All Health Care Providers (HCPs) will document care delivered and follow up care required.
  • Maintains HIPPA certification.
  • Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
  • Other duties as assigned.

  • Must have a valid, current Driver’s License from country of origin.
  • Must have a current passport from country of origin.
  • Shall be proficient in the ability to speak, write and communicate in English.
  • Shall demonstrate proficiency in the use of basic word processing programs and the ITBM Medical Management System software.
[FONT=&quot]PHYSICAL REQUIREMENTS:[/FONT]

  • Must be confirmed by a medical examination to be “medically and dentally fit” in accordance ITBM Medical Readiness Guidelines and Policies and/or as dictated by the Client.
  • No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.
