Regional Programme Advisor – Alternative Care
Location: Albania
40 hrs. /week
Contract: 1 year


Responsibilities:
· Supports programme development in SOS Member Associations in the area of alternative care
· Provides expertise and builds capacity of SOS Member Associations in the area of child welfare reforms: development or setting up foster care project, transformation or closing down of state child care institutions and establishment of different types of alternative care services
· Provides expertise and advise SOS Members Associations in different aspects of alternative care (case management, professional foster care developments, child and youth related issues in the context of loss, trauma, children with behavioural and special needs, youth preparing to leave independent living, child protection, etc.)
· Monitors and supports the implementation of organisational and international quality standards, policies, and guidelines in SOS Member Associations, including evaluations and audits
· Contributes to the development of organisational policies and guidelines

Requirements:
· University degree education in social work, social pedagogy, psychology
· At least 5 years work experience in the field of child welfare and child protection programmes
· Experience in supporting the process of deinstitutionalization and reform of the child welfare systems in CEE/CIS
· Demonstrated experience in setting up and/or supporting development of foster care project, involvement in transformation or closing down of state child care institutions and establishment of different types of alternative and prevention services
· Experience in the development of quality standards and/or monitoring and evaluation systems for different types of out of home care options
· Strong experience in project planning, implementation, monitoring and evaluation
· Experience in organizing and holding workshops, trainings and meetings
· Fluent in written and spoken English;
· Readiness to travel at least 30% of working time
· Computer literacy (MS Office)
