The Protik Innovation Center is established by the combined efforts and goals of the Government of Albania, USAID, Albanian-American Development Foundation (AADF), Microsoft, Cisco, and Albtelecom. Established as a local non for profit organization on October 2012, Protik’s mission is to catalyze the development of the information and communications technology (ICT) sector in Albania. Protik aims to become the Albanian ICT Innovation hub: a connection point for those seeking the latest and most innovative ideas, products, and services.

Protik is seeking for a qualified applicants for the position of Finance and HR Officer

Scope
The Finance and HR Officer reports to the Executive Director and is responsible for maintaining financial operations of the Protik. This includes financial planning, products and services profitability checks, build and maintain relationships with banks and other financial institutions. In collaboration with the Executive Director defines tasks for the Operations/Event manager that link to the financial aspects of the Center and work to fulfill internal and external reporting requirements.

Responsibilities
  • Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
  • Plan and implement systems for financial operations in accordance with the Finance Manual and donor regulations and local legislation, including systems for cash flow management, budgeting, internal controls, financial reporting, financial record-keeping, grant management and compliance.
  • Maintain banking relations and plan and monitor cash flow requirements to ensure smooth implementation of PROTIK programs.
  • Provide monthly management reports to the CEO and the Board, including expenditures by project in a timely and accurate manner.
  • Develop annual fiscal year budgets with the CEO and develop and implement grant budgeting and forecasting systems.
  • Review and monitor partners’ financial reporting and compliance. Provide additional technical assistance to partners as necessary to maintain high standards of compliance.
  • Ensure compliance with Protik procurement policies and procedures for all goods and services.
  • Develop and maintain office policies and procedures and provide training to the Office Manager for all issues related to local financial matters.
  • Develop Protik’s human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training and recruiting.
  • Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the organization scales

Qualification
  • Successful candidates will have a
  • BA/MSc or equivalent in accounting or finance,
  • Progressive financial management experience,
  • Excellent knowledge of one financial software, and ability to adapt to other accounting systems. Experience working with QuickBooks is considered a distinct advantage.
  • Some experience in grant management preferred.
  • Computer skills including Excel, word-processing programs, and outlook or alternative email program at a highly proficient level.
