PLANET S.A. is looking for a qualified professional for the Deputy Team Leader and IPMG Expert
PLANET S.A. is preparing a proposal for an EU funded project with the title “Technical assistance to sector working groups to coordinate sector reform cycle and develop national sector programmes “ in Albania and the objective of this contract is:
• To improve the planning, implementation and monitoring of national sectors reforms and to establish effective mechanisms for an integrated EU accession process in Albania.
• To successfully establish and roll out Integrated Policy Management Group (IPMG) in key priority sectors and provide support to them to become fully operational and successfully establish a process to coordinate the full sector reform cycle.
• To successfully establish a national investment prioritization system and to create and maintain a “single project pipeline” and to ensure alignment on the strategic policy priorities which will enhance the identification, preparation and selection of infrastructure projects notably in the energy, transport, environment and social sectors.
• to continue EU support to the modernization and harmonization of the legal framework on civil matters in line with Acquis, European Standards and international best practices and support implementation of a new Civil Code.
In this context, PLANET S.A. is looking for a qualified professional for the Deputy Team Leader and IPMG Expert position (660 working days to be allocated from February 2017 till January 2020 in Albania) with the following qualifications:
Qualification and skills:
• Master’s degree or equivalent, preferably in social sciences, political sciences, public policy, international development, international affairs, in economics, engineering or law.
• Very good command of English, both written and spoken (min. level 2 in the scale from 1 to 5 where 1 is excellent and 5 is basic),
• Computer literate
General professional experience:
• Preferably 15 years but not less than 10 years of professional experience in relation to management of pre-accession and/or structural funds and/or socio-economic development in EU Members States or current EU candidate/potential candidate countries and/or transition economies.
Specific professional experience:
• Preferably 5 years but not less than 3 years of professional experience in policy and sector analysis, and/or strategies preparation.
• Preferably 5 years but not less than 3 years of professional experience in functional and institutional design and/or coordination mechanisms establishment, at central government level.
• Preferably 5 years but not less than 2 years of experience in planning, implementing and monitoring national and sector strategies.
• Experience in donor coordination mechanisms, and/or donor coordination related processes will be an asset.
