Looking for a consultant for strategic and structural phase out from engagement in formal and informal child protection and community based mechanisms at local level

Background information:
Terre des hommes (Tdh) works in Kosovo since 1999. The organization with the aim of protecting children rights in Kosovo has worked closely with families, parents, communities and professionals whose duty is to protect and ensure the wellbeing of children. Tdh has supported for many years the establishment of Community Counseling Groups (CCG) and Case Management Roundtables (CMR) in 21 Municipalities Kosovo wide. During the period 2014-2015 evaluations were undertaken from independent consultants on structures of the Community Counseling Group (CCG-s), as community based groups comprised from community members, NGOs and municipal officials, with main goal of protection of children rights within the community, and Case Management Roundtables (CMR-s), as a multi-disciplinary team, at the local level, including a group of professionals for the protection of children, and pre-professionals representing a variety of disciplines whose responsibility is to protect children, interacting and coordinating their attempts to identify, assess and draft action plans for the protection and care of the child and handle specific cases of abuse, maltreatment of children and their neglect based on the highest interest of the child, whereas one of the main recommendations were to undertake a needs assessment of the communities and develop a community development strategy. Thereby after a long consultation process have been developed the “Community Development Strategy” and the reports of the needs assessment.

In addition Tdh Headquarters has developed the Strategic Vision 2030 of the institution which will help envisioning the future interventions with 3 priorities in maternal child health care, child protection and humanitarian crisis. While the strategic program to be developed and implemented in South Eastern Europe will be Migration & Child Protection.

Thereby, taking into account the change of the programmatic approach in the Head Quarters, and regional level Tdh Kosovo is planning to undertake a new strategic and structural phase out from its interventions in 6 Municipalities. The new strategic and structural phase out should be in line with the HQ strategy and the Policy Paper for Community Development.

Taking into account the above mentioned, Tdh Kosovo will develop a strategy for structural phase out in 6 municipalities of intervention such as Fushë Kosovë/Kosovo Polje, Ferizaj/Uroševac, Pejë/Peć, Gjakovë/Đakovica, Mitrovicë/Mitrovica and Obiliq/Obilić, areas in which Tdh Kosovo is present as of 2009.


I. Objectives

  • One of the primary objectives of the service is based on the previous evaluations of CCGs and CMRs with a particular focus on members that are/need to be empowered to utilize their own potential in problem solution process. More specifically the evaluation will identify strengths and gaps of current CCGs and CMRs engagement and efficiency, which will be baseline source of planning for Tdh disengagement process.
  • Structural planning, including the timeframe, of disengagement of Tdh with CCGs and CMRs in phases that will be based on findings from the above mentioned evaluation.
  • Structural monitoring plan, including the timeframe, during post disengagement phase of Tdh with CCGs and CMRs.
  • To furnish with data’s and information the drafting process strategic and structural of the phase out from engagement with CCGs and CMRs.


II. Expected Results
  • Development of the conceptual structure of the phase out strategy.
  • Development of tools and mechanisms to be used by the field team.
  • Development of 6 individual plans for each group of municipalities where the disengagement will be carried out.
  • Development of an Evaluation summary report and Phase out Strategy, which are expected to be comprehensive, inclusive and practical, with the main aim to provide a clear picture of the activities to be undertaken for smooth and effective process of phase out.
  • Coaching and feedback of Tdh team during the field work.


III. Methodology
  • Desk research of existing documents, reports of IGOs and NGOs active in the field of protection of children rights and community integration, as well as, existing legislation and policies in the field of child protection and community work.

  • Stakeholder analysis

The consultant together with Tdh staff (research team) will conduct analysis and field work. The consultant will organize a conceptualizing workshop as well as a methodology and tools workshop to empower Tdh staff in the process.


IV. Territory analysis:

The analysis will look at the following elements: Demographic data, ethnic repartition, services available, NGOs intervention, formal and informal groups, national services and local authorities’ policy, municipality support, main issues known in the territory. The goal of such analysis is to determine all territory components which may have an impact on issues faced by CCGs and CMRs.


V. S.W.O.T analysis

S.W.O.T. analysis will provide in-depth planning method and will be used for drafting the field plan of activities of the disengagement.


VI. Stakeholder analysis
The analysis will point out the primary and secondary stakeholders related to the territory and issues assessed. If needed, in-depth interviews and/or focus groups with stakeholders will be used as a research method.


VII. Duties and responsibilities of the consultant:
Under the guidance of Deputy Country Representative of Terre des hommes – Delegation in Kosovo, the Consultant must present his chosen methodology on how to organize the collection of information for the evaluation and strategy (via working groups, focus groups, consultations with CCG members, etc.). The evaluation and strategy will have to reflect a quantitative and qualitative approach of the needs and resources that will help the structural and strategic phase out and orient Tdh activities in targeted municipalities. The main components of the evaluation and strategy will cover following dimensions such as:


VIII. In general:
  • To have the clear picture of gaps and strengths of CCGs and CMRs.
  • To identify the resources linked to needs and concerns of Tdh disengagement that already available.
  • To identify tools and mechanisms to be used in the field during phase out process.


IX. In particular
  • Child protection and community integration: community member’s awareness, involvement in actuals initiatives, maternal care, cases referrals, networking and advocacy), information and access to child protective services, Involvement on developing plan of interventions for the cases.
  • Actual initiatives from state, municipality and civil society: Awareness, participation and involvement of community members.
  • Collaboration between local authorities and civil society: actual situation, improvement, leadership.
  • Immigration issues/returnee: awareness, services available, overview of the local authorities policy, information on the reintegration packages
  • Awareness’ on services available for returnees, which are the main institution’s, roles and responsibilities, etc.
  • Relationship structure between communities and L.A./civil society (social status, age, gender, power network).


X. In addition to the above mentioned points the consultant has to
  • Have experience in consultancy and in drafting similar strategic documents.
  • Assist the office to draw lessons learnt and define conclusions and recommendations for the building the Phase out strategy for engagement in CCGs and CMRs.
  • Introduce revisions as necessary to the given circumstances.
  • Ensure that the evaluation and strategy drafting is undertaken in an effective and efficient manner, facilitating the review of the reliability of the information the needs assessment contains.
  • Assist the office to convene one or more review meetings on the overall findings of the evaluation and strategy drafting.
  • Assist with the facilitation of one or more meetings to reach agreement on the recommendations on the key vision and strategy based on the findings and indicating a process for costing and mobilizing the resources required to implement that program.
  • Draft an Evaluation summary report and Phase out Strategy for the office indicating the overall findings and recommending next steps for the program staff.


XI. Time frame:
September - November 2016

More specifically the timeline includes:
  • Desk review of the existing documents of the organization and other stakeholders, and researches or evaluation reports of interventions related to community development (2 days)
  • Prepare the methodology of writing the strategy and the calendar of work (1 day)
  • Field research in Kosovo (7 days)
  • Write-up (6 days)
  • Review comments and finalize (1 day)


XII. Total number of days
The number of full working days is: 17 days.
