Team Leader/Surveillance Officer

With over 10 years’ experience in the Balkan region, Terre des hommes has been developing one of the largest network of child protection NGOs, with contacts and partners in virtually every countries of Central and South Eastern Europe to address the child protection challenges that transnational movements of children and families raise for all actors involved in their protection.
In the midst of the recent massive influx of refugee and migrant children through the Balkan route, Terre des hommes has been instrumental in both responding to the needs of vulnerable children by offering direct assistance and building capacities of frontline workers in contact with them in the region. Tdh has been working with local partners in Serbia, Macedonia (FYROM) and Greece to offer mobile safe spaces along the migration journey of vulnerable children in order to respond to their needs in a flexible manner.

The objective of the regional child protection project is to provide a flexible and rapid response capacity to address identified urgent needs of migrant and refugee children including a specific focus on unaccompanied children and teenagers (stranded or on the move) in the region. Monitoring and surveillance will be undertaken by the regional child protection project manager (based in Greece) and team leaders in 3 other countries of the region, tentatively Albania, Bulgaria and FYROM. In those 3 countries, based on defined indicators, triggering a mobile Child Friendly Space (CFS) can be decided. The deployment of the CFS run by a child protection team shall be effective within 72 hours. In the designated location (camp, informal settlement, asylum center, etc.) they should set up a mobile CFS to implement psychosocial services, recreational activities, set up access to information, coordinate access to basic services for children and ensure protection of the targeted beneficiaries, especially unaccompanied children.

General description of the position:

This position is under the administrative management of local implementing partner Terre des hommes Albania but the chosen candidate will be supervised directly by Tdh Regional Child Protection Project Manager based in Greece.
The main purpose of the position is to carry out efficient monitoring and surveillance of the migration situation in country, and, in time of deployment, to manage the mobile Child Friendly Space (CFS) team composed of up to 6 trained social workers, 3 interpreters, 2 drivers and 1 handyman.

The Team Leader will supervise the provision of CFS services and activities, including psychosocial support, case management, recreational activities and information point, mother and baby area. Targeted beneficiaries are children in need of protection and their families, including unaccompanied or separated children. Children in need of protection are defined here as children at risk and/or exposed to violence, neglect, exploitation, early marriage, trafficking or sexual and gender based violence.


  • Key responsibilities:


  • Monitoring and surveillance of the situation of migrants and refugees in the country, with a particular focus on UAC
  • Constant follow up and reports about:
    • the legal framework and change in national legislation about migration issues
    • legal pathways for unaccompanied minors (UAMs)
    • statistics, data, figures and any information regardingmigration flows, entrance and transit in countries
    • public opinion vis-à-vis migrants/refugees and potential impact it may have on national policies
  • Continuous analysis and updates about migrants/refugees needs in country and potential gaps in responding these needs
  • Contingency planning to ensure material and human resources are ready to be deployed in 72 hours in case indicators for triggering the response are met (purchase and storage of mobile CFS kit, identification of staff…)
  • Coordinate and manage the installation of the mobile CFS (identification of the location, coordination with the other stakeholders, organize transportation of the material and team on site, etc)
  • Set up of the CFS and start of the CFS activities: educative and recreational activities for children, information point and IT corner, mother & baby area, PSS and case-management.
  • Facilitate community mobilization and ownership for community-based self-help
  • Organize initial trainings for the CFS team (in child protection principles, PSS activities, case management, etc)
  • Constant follow up of the indicators for deployment
  • Development of SOP’s for deployment and functioning of mobile CFS
  • Development of guidelines and tools for the implementation and follow up of the activities.
  • Work in close collaboration with the Team Leaders/implementing partners in the 2 other countries of intervention and with Tdh Hungary.
  • Work in close collaboration with all the stakeholders (national and local authorities, other organizations) in country of intervention Albania.
  • Ensure regular communication with the PM about updates, achievements and challenges through regular meetings, reports and ad hoc communication upon request and needs
  • Agree to comply with Tdh Code of Conduct and ensures Child Safeguarding standards are upheld.
  • Adhere to and ensure the team under her/his responsibility follows the agreed administrative and logistical regulations and procedures.


Job requirements:


  1. Knowledge:

  • Professional diploma or University degree in politics, law, human rights, social work, psychiatry or psychology or other related fields
  • At least 3 years’ experience working in child protection
  • Basic IT knowledge (Microsoft Office, Internet)
  • Previous experience with Tdh or another child protection organization is desirable
  • Previous experience in emergency response is appreciated
  • Very good knowledge of key child protection issues and best practices
  • Very good knowledge of child protection system in country


  1. Skills:

  • This position requires the control of basic personnel, social and leadership skills, as well as technical, organizational and methodological competences.
  • Required qualities: proactive, autonomous, rigorous, organized, good communication and interpersonal skills.
  • To have a valid driving license is an asset.


  1. Languages:
In addition to mother tongue Albanian

  • Fluent in English
  • Knowledge of Arabic, Farsi or Kurdish is an asset.
