The Consortium of PLANET S.A. & Eurokontakt sh.p.k. is recruiting specialist in Finance for an important project of 22 months financed from World Bank on behalf of a state institution.
The Vacancy's characteristics are as per below:

Minimum number of years of relevant experience required: 7+ yrs
Project Title / number: Training Services for Drainage Boards (DBs) MAFCP/CS/009
Location: Tirana and any other places in Albania as requested by the Consultant and / or MARDWA for the purpose of the project
Type of Contract: Local Service Contract (Project)
Expected Strating Date of Assignment: 1 September 2016
Duration: 2 months within a period of 22 months (up to March 2018) on when actually employed basis
Language required: English and Albanian

Detailed description of duties and tasks
1) The Specialist will be involved in the implementation of the following project activities:
· In collaboration with the project team, elaborate, update and monitor the implementation of the training plans.
· Prepare training program and material.
· Deliver the training services and coordinate and manage the relative training process.
· Evaluate the effectiveness of training programs which involved on the basis of agreed performance indicators and participate in the preparation of semi-annual reports to be presented to the MARDWA.
· Inform the project Director, and through him the project partners, of the progress of the work.
· Ensure efficient and effective collaboration with the client, project team and beneficiaries of the project.

Skills and qualifications required
· Advanced university degree in Accounting or Finance or Business Management, Public Administration or other relevant field;
· At least 7 years of work experience in public sector financial management. The incumbent should have a good understanding of Govt. accounting system. Other experience could be added advantage. Experience in donor funded projects is preferable;
· The candidate would be expected to have a thorough understanding of accounting practices, finance and investment. Familiarity and experience in use of accounting software would be required.
· Previous work experience in Albanian on issues relevant to the project:
o Governance, administration and financial management of irrigation organizations;
o Experience in Restructuring and retraining in public sector agencies in the irrigation sector;
o Experience in Vocational curriculum development and effective development and use of audio-visual support.
· Training in relevant fields (management, financial management, accounting) is preferable;
· Excellent inter-personal and communication skills, and ability to work with a multitude of stakeholders;
· Excellent analytical skills;
· Excellent verbal and written skills in English and Albanian (English proficiency is required)
· Ability to travel within Albania
