Financial Services Volunteer Corps (FSVC) is a not-for-profit, private-public partnership whose mission is to help build sound banking and financial systems in transitioning and developing countries. The premise of FSVC’s work is that sound financial infrastructure, together with the rule of law, is necessary to mobilize domestic savings, attract foreign investment, deepen international trade linkages, and create conditions that promote lasting economic opportunity.

FSVC was founded at Presidential initiative in 1990 by the late Cyrus Vance, former U.S. Secretary of State, and John Whitehead, former U.S. Deputy Secretary of State and former Co-Chairman of Goldman Sachs. FSVC’s Board is currently chaired by Mr. Whitehead. Paul Volcker, former Chairman of the President’s Economic Recovery Advisory Board, is the Honorary Chairman of the Board. John Walker, Chairman of Richina LLC and a leading international lawyer, serves as the Vice Chairman of the Board. FSVC’s President and CEO is Andrew Spindler.

FSVC’s core work concentrates on developing central bank capabilities, strengthening commercial banking systems, and building capital markets. To achieve this mission, FSVC structures practical, results-oriented technical assistance missions staffed by financial sector practitioners who serve as unpaid volunteers. By recruiting currently employed professionals at the peak of their careers to serve as volunteers, FSVC is able to provide technical assistance that is objective, independent, and state-of-the-art. FSVC has field offices in Albania, Egypt, Jordan Lebanon, Tunisia, Kenya and Mozambique.

Reporting to Country Director, the Program Officer will:

• Interact with senior officials, both from public and private sector institutions
• Conduct effective business development meetings
• Design projects which meet the technical assistance and development needs of the counterpart organization
• Manage all aspects of assigned program implementation through execution and post-project follow-up, in the areas of central banking, bank supervision, mobile payments, deposit insurance, insurance and capital markets
• Keep abreast of financial sector developments and help develop contacts in the finance sector in Albania and developing countries in the Balkans Region
• Draft and complete required program reporting such as weekly, quarterly reports to donors and success stories
• Contribute to proposal writing and other business development activities as needed in the abovementioned areas
• Contribute actively to improving FSVC’s efficacy and impact in the country and the region
• Be able to travel for project implementation, build relationships with key counterparts and donor institutions
• Liaise closely with FSVC staff to support program development and project management



Preferred Qualifications

• Master’s degree in finance/economics or international relations
• Two or three years of relevant work experience
• Strong ability to read analytically and write critically in English
• Strong communication skills
• Excellent multi-tasking and organizational skills
• Ability to work independently
