Call for an Associate of the Regional Resource Centre
(Part-time position based in Tirana, Albania)

Background:
The Regional Resource Centre (RRC) for Child Protection aims at developing a strong regional community of practice and innovation in South East Europe, among stakeholders who are contributing directly to the development and delivery of child protection services (professionals, academics, decision makers, experts, users). The project strategically articulates 3 types of interventions (knowledge management, capacity building and advocacy) around a regional network of professionals and agencies, supported by an online platform. The focus of this platform is given to services and skills addressing situations of abuse of and violence against children. The RRC will enable networking and professional cooperation among stakeholders in SEE countries. It will increase opportunities for upgrading knowledge and skills and generate a process of continuous practices improvement, (through training, peer-to-peer exchange, an online library or resources available in 5 languages). RRC will also offer a platform for advocacy for policy development and innovation. The target groups are (a) 1000 professionals, academics, policy makers from the region, as well as (b) a pool of 150 experts in child protection, that will act as enablers for the modernization of services and child related policies. It is expected that more than 500.000 children and families will be impacted positively by the project, as final beneficiaries. The project is led by Terre des hommes’ regional office in Budapest and benefits from strong partners from 7 countries of the region. Their role is to make sure that all challenges encountered in SEE countries are addressed effectively and are included in the RRC analysis, policy recommendations, and advocacy initiatives (challenges such as the significant deprivation of families following the economic crisis, as well as migration of children’s parents and of professionals, discrimination of minorities, political unrest and uneven funding mechanisms for community services etc.
The Position:
The Associate will be responsible for:
Management and Coordination of the project’s activities
· Coordinate and oversee all the country level activities of the RRC
· Lead and be responsible for the detailed work plans, adequate implementation and monitoring of activities
· Be the “Ambassador” and advocate of the RRC in the country

Establishment and mobilisation of networks of resource people
· Lead and facilitate the mobilization and establishment of the group of Resource Persons (RPs) at country level
· Promote, facilitate and coordinate the contributions of the Resource Persons and all other professionals to the RRC dynamics
· Ensure the interface between the Resource Persons, Universities, Practitioners, policy makers and all other stakeholders interested and engaged in child protection and the work of the RRC
· Facilitate and organize regional exchanges and dynamics through direct involvement and facilitation of involvement of local actors
· Facilitate and organize the different offline meetings and events, including quarterly meetings of the Resource Persons, etc.
· Promote, organize and facilitate the participation of resource persons and RRC users in the country, to the different online events and activities
· Responsible to extend the outreach and participation of child protection professionals in the country

Communication
· Promote the use and visibility of the RRC
· Organize and coordinate launching and all promotional and communication events of the RRC

Knowledge management
· Identify, screen and compile materials and tools to feed the virtual platform library, resources and tools
· Process resources information into short abstracts in the language of origin
· Regularly collect and upload news items and reports written and published about the country (in original language)
· Responsible for the creation of periodic e-bulletins in the country language together with the Content Manager
· Oversee and coordinate all the translations of resources (may be asked to do translation of short texts)
· Organize and implement processed information and resources in written, audio and video format
· Oversee, filter and review, and edit all contents in the domestic language prior to posting on the RRC
· Actively involved in answering direct enquiries coming from website users in the language of origin

Capacity building and professional development
· Promote and facilitate participation of professionals in the RRC webinars and other online learning opportunities
· Coordinate, organize and oversee the offline learning events and trainings organized by the resource persons
· Promote locally, facilitate, coordinate and oversee the online case discussions

Evidence-based policy development
· Contribute to, facilitate and coordinate the development of the annual thematic papers
· Facilitate and coordinate regional conferences and advocacy events
· Contribute to and oversee the advocacy work plans development and implementation
· Contribute to the development of new tools for advocacy and accountability, including children and service users’ participation

Regular administrative tasks
· Participate in the project implementation team meetings and all related activities
· Monthly reports on project implementation
· Oversee budget implementation and financial reports with the partners’ finance department
· Ensure contractual arrangements and proper management of these for local activities and consultancies

Profile:

  • Excellent networking and communication skills – demonstrated partnering experiences is essential
  • An established network of child protection professionals in the country
  • Background and work experience in child protection
  • Excellent command of English and of the language of the country
  • Motivational approach and very dynamic person needed
  • Excellent organisational skills
  • Experience in project management
  • Hard working, and working in stress and heavy workload conditions necessary
  • Independent and autonomous
