International Expert for the Technical Review of a training module for statutory service providers addressing the needs of Children on the Move [FONT=&quot][1]http://www.njoftime.com/#_ftn1[/FONT]
Terms of Reference
MARIO project partners in Albania, Terre des hommes Mission in Albania and Save the Children are seeking to contract an international consultant that displays the human, ethical and technical capacities to conduct technical revision of the training module targeting Child Protection practitioners and other professionals (i.e. health, education, law enforcement, etc) to enhance their knowledge, skills and practices in responding to the specific needs of children on the move in a multidisciplinary approach.

Purpose

The Training Module will serve as a manual for trainers to train practitioners, aiming to assist them at all levels in improving their capacities in supporting children and families at risk of or already affected by the phenomenon of movement.

The technical review of the module should consist of:

  • Overall quality assurance of the training module in alignment with the international standards and best practices.
  • Review the theoretical framework and concepts used for the module
  • Some mentoring and expertise guidance to the local consultant who will be engaged in developing the module
  • Review the final draft of the local consultants and provide comments and feedback accordingly
  • Recommend changes and adaptations

The service is expected to be finalized by December 6 , 2013 and foresees no more than 5 days of work. The applicants are requested to propose a cost for the service.

Required/preferred experience and skills of the researcher:
· Theoretical and practical expertise on children on the move
· Demonstrated experience in developing tools and delivering training
· Knowledge on Child Rights, Child protection concepts and services
· Expertise in adult learning methodologies
· Ability to be creative, open and take instruction;
· Good communication and writing skills in English.

Terre des hommes Mission in Albania and Save the children in Albania are implementing MARIO project (phase II) – supported by the Oak Foundation. Mario project is a joint effort of influential NGO players in the field of child protection who formed a joint advocacy platform to enforce better protection of migrant children in Europe and put pressure on European and national decision-makers to better protect children from exploitation, abuse and trafficking. The project contributes to the improvement of the system of child protection, targeting child protection systems both at national and European levels. The ultimate goal is the long standing provision of better services to meet the needs and wants of children at risk of exploitation / trafficking. Mario project aims at linking professionals from countries of origin, transit and destination with the purpose to improve services delivered for migrant children by better understanding the context they are coming from and the context of exploitation once arrived.

[FONT=&quot][1][/FONT] For the purposes of the Mario ‘[FONT=&quot]Protect children on the move[/FONT]’ project, a “child on the move” shall be understood as including the following categories of children: migrant children (internal or across borders; legal or illegal; accompanied or not), asylum seeking and refugee children, trafficked children, internally displaced children or children outside a protective environment. Therefore, the child should already have moved, may also be a returned migrant, is moving or/and is susceptible to impending migration.
