Introduction

Background Information on FBSH

FBSH is an Albanian NGO, which has the overall mission of combating all forms of violation of children’s rights. Since its foundation in 2002, FBSH, with the support of Save the Children has been working to reduce the vulnerability of and to empower socially excluded children and families in the area of Kinostudio, Tirana.
It focuses on assisting the most vulnerable children and their families, particularly through education and reintegration programs.
Interventions to promote and protect children at risk are based on a holistic approach. Work with children at risk has been considered in the context of their families and communities, combining formal and non-formal education activities, psychological and social support, and recreational activities. FBSH in partnership with Save the Children and Municipality of Tirana is implementing the project: “Protection and integration of street children in Tirana” through services offered by a drop in centre for children in street situation.

Project Description

The project aims at increasing street children’s resilience in the face of risk as a result of having access to services offered through the center for children working and living in the street in Tirana.
The center for children working and living in the street is operational in Tirana since February 2009. It is established in close cooperation with Tirana municipality and partnership with Save the children and FBSH. It provides a “safe space” for children who can participate in social, educational and recreational activities. All services to children in the Center are carried out in close cooperation and with the agreement of children’s parents or guardians. Children living and working in the street are identified through outreach work, referred to and are provided with services which ensure their protection and integration. Qualified staff helps them gain access to health and social services, birth registration and education. Capacity building is provided to staff periodically.

A Needs assessment process is carried out early 2013 to assess further staff capacity development needs of the drop in centre staff in Tirana for children in street situation supported by Save the Children, Albania.
Topics such as: Child Case Management; Early childhood Development and Care; Youth health and development; Economic Development of individuals and communities (including Income Generation); Health related issues of different categories of population (women, child, youth, men, and community in large); Communication for Change (individual, and community level – IEC materials, campaign, advocacy, etc) have been identified for further capacity development

For this project, FBSH with support of Save the Children is seeking to contract individuals or non-profit organizations that display the human, ethical and technical capacities to deliver training throughout the period June-December 2013 within a timetable and plan that will be agreed after the selection.



Purpose of the Service

In order to fulfill the project objectives for ensuring protection and integration of street children in Tirana a range of training will be carried aiming at capacity building for project staff to ensure adequate and professional services to street children through building capacities of professionals.

Tasks to be performed

Conduct trainings, to the targeted group of project staff of centre for children in street situation for the following themes :

1) Child Case Management
2) Early childhood Development and Care
3) Youth health and development
4) Economic Development of individuals and communities (including Income Generation)
5) Health related issues of different categories of population (women, child, youth, men, and community in large)
6) Communication for Change (individual, and community level – IEC materials, campaign, advocacy, etc)

Cooperate with FBSH and Save the Children responsible’ staff for the fulfillment of the tasks


Interested organizations/ candidates should present a professional CV, training outline proposal and training modules developed if available for the themes selected. For the organizations, please attach a list of available trainers. Application must be submitted in English.

- Experience on training delivery on the thematic required
- Acknowledge and comply to FBSH and Save the Children Child Safeguarding Policy /Code of conduct
