Decentralization and Economic Development Expert

Since its establishment, Co-PLAN operates in the area of local economic development and issues of Decentralization in close collaboration with a number of local government units across the country. In this context, Co-PLAN has a vacancy for the position of a Decentralization and Economic Development Expert.

Co-PLAN is a non-for-profit organization that contributes to sustainable urban and regional development, by enabling good governance, developing civil society, and empowering community participation.

1. Main Duties and Responsibilities:
- Work as an expert in Co-PLAN`s projects and activities on decentralization and (local/regional) economic development;
- Provide support to municipalities/communes, qarks, businesses, local organizations and other development partners as part of the decentralization process and/or any local/regional development related projects;
- Carry out institutional analyses, social and economic surveys, poverty analysis/mapping, market analysis, and be able to use other analytical instruments of the governance decentralization process and local economic development
- Prepare development strategies for municipalities/communes and qarks, including action plans;
- Work closely with the Qarks, Municipalities, and Communes in evaluating the progress of the decentralization process;
- Prepare training curricula tailored to the specific LGU needs pertaining to matters of decentralization, local economic development, and writing proposals in line with EU requirements, IPA projects and also requirements from other donors or the Government;
- Deliver training and coaching to various LGUs on their functions and on EU requisites concerning the role of local governments in the process of integration.
- Conduct policy research in the fields related to decentralization and local economic
development;
- Conceptualize and write project proposals within the scope of decentralization and
local/regional economic development;
- Prepare policy briefs, policy papers, editorials, commentaries and other similar
documents as need be, on governance issues, decentralization and local/regional
development aspects building on own research.
- Support the executive director in the implementation of advocacy efforts for policy
influencing, including organization of roundtables and conferences;
- Prepare business plans for the implementation of LED/RD concrete projects;
- Write project proposals in line with EU requirements, IPA projects and also
requirements from other donors or the Government;
- Work with communities to facilitate communication between local governments and citizens on issues related to economic development.
- Prepare strategies for policy influencing in the area of decentralization local economic development;
- Support the executive director in the implementation of advocacy efforts for policy
influencing, including organization of roundtables and conferences
2. Qualifications and Skills:
- University educational background (3+2 or 5 years integrated diploma) in one of the following fields: economics (or finance), local/regional development, public
administration, public policies, law, political and social sciences, urban planning.
- Professional (or scientific) Masters degree in one of the following fields: governance issues, urban economics, local and regional economic development, European studies, urban management, public policies, public administration; law.
- Proven and excellent project/program management capacities;
- Excellent knowledge of the governance structure and processes, the institutions and legislation in Albania;
- Experience with IPA projects and other EU programs or financial mechanisms;
- Very good knowledge of EU institutions, EU cohesion policy, EU territorial policy,
EU sectoral policies and regional development instruments and policies in EU;
- Excellent written and spoken English;
- Excellent skills in project proposal writing;
- Excellent skills in writing articles, editorials, commentaries and papers in Albanian;
- Excellent analytical skills and capacity to engage in all components of the monitoring and evaluation processes, desk and field surveys, policy cycle, advocacy cycle;
- Excellent communication skills;
- Excellent networking capabilities;
- Able to use SPSS or other statistical analysis software;
3. Professional experience
- At least 3 years of relevant professional experience in public administration, in the
field of local economic development and/or regional development projects; or
alternatively, a minimum of 5 years experience in the non-governmental sector in fields as specified above.
- 3-5 years of experience in governance projects, or in local/central administration
institutions;
- At least 1 year of community organization work, as well as advocacy and lobbying
activities;
- Proven experience with EU or other international donor projects;
- Proven experience with monitoring and evaluation, policy writing and policy cycle
management;
