Introduction

Background Information on FBSH

FBSH is an Albanian NGO, which has the overall mission of combating all forms of violation of children’s rights. Since its foundation in 2002, FBSH, with the support of Save the Children programme, has been working to reduce the vulnerability of and to empower socially excluded children and families in the area of Kinostudio, one of the most impoverished neighborhoods of Tirana. It focuses on assisting the most vulnerable children and their families, particularly through education and reintegration programs.
The organization is well-known inside the community since social workers and cultural mediators visit families on a regular basis and has built a trusting relationship during the years, which has resulted in active involvement of the community in the activities implemented.
Cooperation and involvement of many stakeholders in the area is of vital importance for the sustainability of the interventions and for a real empowerment of the community. Close cooperation has been established with different actors that are active in this area.


Project Description
The project aims at increasing children’s resilience toward risk of abuse, exploitation and violence and Strengthening Roma and Egyptian community in the area of Kinostudio to protect and care for their children. The socio/educative center FBSH, interventions aims to promote and protect children at risk is based on a holistic approach. Work with children at risk has been considered in the context of their families and communities, combining formal and non-formal education activities, psychological and social support, and recreational activities. “FBSH’s approach to the reintegration of children and families at risk has been a multifaceted approach placing the child at the center. It has developed links to the family, community, and institutions to best serve the empowerment of children and families and their integration into life. The core of the approach is integration of children in the educational system while promoting the proactive model of community outreach and empowerment.”


For this project, FBSH is seeking to contract 1 (one) local expert that display the human, ethical and technical capacities to conduct an external evaluation of the project from 1st January 2012.

Purpose of the Service

An external evaluation will be carried out aiming at evaluation of the aims and objectives met as stated in the project document, effectiveness of the project and provide recommendations towards its improvement. The evaluation will:

• Assess the quality and relevance of interventions related to stated objectives
• Assess the progress of implementation with reference to time-frame and project objectives
• Assess whether the project is reaching the target group and attaining its objectives
• Assess the participation of children and parents in various activities and the level of satisfaction with respect to the activities organized
• Assess monitoring tools and documentation of impact/project files
• Assess which are the most useful and the least useful aspects of the project
• Recommend new elements that can be introduced by the organisation at community and centre level, including age groups and targeted beneficiaries
• Recommend for future interventions and its sustainability


The experts will be working closely with FBSH responsible coordinator and the project’ staff. Interested candidates should present a professional CV and the application must be submitted in English.

The evaluation is foreseen to be conducted in 15 working days.

• Acknowledge and comply to FBSH and Save the Children Child Protection Policy/Code of conduct
