VACANCY ANNOUNCEMENT

Since 1991 the Austrian Development Cooperation (ADC) is supporting Albania’s development and EU integration efforts through its Office for Technical Cooperation in Tirana. On behalf of the Government of Austria this Office is responsible for the coordination of all technical cooperation and assistance programmes, programme development and monitoring of the implementation of projects/programmes funded by Austria as well as to engage in policy dialogue.

In order to enhance its local capacity, the Austrian Development Cooperation in Albania is looking for a

National Programme Officer for Institution-building and Capacity Development

Duty station: Tirana, Albania
Type of contract: Permanent, three months probation period
Tentative starting date: 1st September 2012
Deadline for applications: 23rd July 2012.

Description of main duties and responsibilities:
- Monitoring and supervision of programmes/projects funded by Austrian institutions
- Steering of the programmes/projects activities by participating in steering committees, etc.
- Supporting the process of evaluation of ADC funded programmes and projects
- Reporting about ongoing programmes and projects and supporting senior management decisions related to sector developments and programme activities
- Promoting Austrian funding instruments such as bilateral and multilateral grants, soft loans, business partnerships, NRO cooperation, know how transfers, etc
- Preparing Terms of Reference and contracts for services related to technical assistance
- Continuous updating regarding developments in the sector through close cooperation with partners, linking to national, regional and international networks, reading studies, etc.
- Liaising and coordinating with ministries, other governmental authorities and institutions at all levels, international donors and organizations as well as civil society organisations
- Responsible for effective coordination of Austria’s EU lead role and focal point function in the Sector Working Group (SWG) for Water & Sanitation
- Participating in SWGs as well as contributing ADC inputs as active donor.
- Supporting ADC in policy dialogue
- Preparation and accompanying of temporary visits from external consultants and members of the Austrian Development Cooperation
- Liaising and close cooperation with technical staff from ADA as well as other Austrian institutions and with the ADA country desk
- Responsible for effective information management and accurate documentation
- Supporting the administration and secretarial work of the office and promoting ADC visibility


Qualifications and skills
- University Degree, preferably in water resource management, political sciences or economics;
- At least 5 years experience with institutional-strengthening and capacity building measures
- Fluency in English, with excellent report writing skills, knowledge of German is a desired asset
- Strong analytic skills and problem solution oriented capabilities
- Excellent communication and networking as well as facilitation skills
- Ability to work in an independent manner and organise workflow efficiently
- Advanced computer skills
- Driving Licence

Professional experience
- At least 10 years of professional experience
- At least 3 years experience in design, implementation and monitoring of development and technical assistance programmes/projects funded by international donors
- At least 2 years professional involvement related to institutional reforms and strengthening of institutions

Competencies
- Expertise with EU integration processes and EU standards and best practices
- Expertise in contributing to socio-economic development and good governance
- Expertise with reforms in regard to regional development and/or water sector development, desired

Working Conditions:
- Reporting directly to the Head of the ADC Office
- Readiness to field missions in Albania, occasionally neighbouring country and Austria
- Unlimited employment contract according to Albanian law and ADC Tirana salary scheme
