Background Information on FBSH

FBSH is an Albanian NGO, which has the overall mission of combating all forms of violation of children’s rights. Since its foundation in 2002, FBSH, has been working to reduce the vulnerability of and to empower socially excluded children and families in the area of Kinostudio, one of the most impoverished neighbourhoods of Tirana. It focuses on assisting the most vulnerable children and their families, particularly through education and reintegration programs. FBSH is implementing several projects on Roma in Tirana aiming at strengthening the community to protect and care for their children in Tirana, focused on education, protection and integration of children. FBSH is located in Kinostudio area and serves as a community centre. Furthermore FBSH has established close cooperation with different actors that are active in this area including the public schools, the Regional Directory of Education, Mini-Municipality 4, area’s health services, etc. FBSH has also established good working relationships with donors Cooperation and involvement of many stakeholders in the area is a strength point for the sustainability of the action and for a real empowerment of the community. Purpose of the Project

FBSH under the financial support of European Commission will implement a project on “Promotion of inter cultural cooperation and dialogue among Albanian Institutions, NGO-s and Citizenship“. The overall objective of the project is to improve access to rights of the Roma community in accordance with Albanian commitment in the perspective of EU accession”. The project will also increase the capacity of Albanian civil society organizations managed by Roma/Egyptian or that work mainly with cultural minorities and state institutions to participate in decision making and monitoring process at policy level, in order to better promote and guarantee the respect of the rights of Roma community.
Three workshops will be organised with key state and non state actors/stakeholders in order to exchange views, information, experiences and best practises on the management of concrete minority‘s issues and identify gaps and obstacles in providing a coherent and coordinated response to the needs of the target group. FBSH-DN will hire an expert/group of experts to moderate the second workshop with state and non/state institutions.


Required experience and skills of the expert/group of experts:

- Very good knowledge on Human Rights issues;
- Very good understanding of minority issues and related legislation;
- Experience in case management.
- Very good organisational, moderation and presentation skills;

Responsibilities of the Expert/group of experts

The Expert/group of experts is/are in charge of moderating the workshop based on the theme

Some of the responsibilities are:
Conduct preliminary desk review/ analyses on the related topic and identify gaps in the management of minority issues in Albania;Prepare the workshop methodology (information materials and handouts); Present the workshop topic and some of the legislative documents related to the theme to the participants; Lead and facilitate discussions during the analyses of the gaps in legislation or others;Prepare the workshop reports and share with the Project Coordinator. To identify and evaluate the appropriate approaches for further collaboration of state and non state actors for the Roma people right protection, through a draft recommendation on the most important issues. These recommendation will be reflected in the third workshop


Note: The Expert/group of experts will work under the direct supervision of the Project Coordinator.
