We are seeking to recruit: Operational Risk & Permanent Control Officer


Job purpose: To support and ensure the implementation of Operational Risk and Permanent Control framework across a broad spectrum of business lines with a particular focus on the Banking operations aspects within the aim to manage and mitigate the potential operational risks.


Direct Reports to: Head of Risk Management and Permanent Control Division


Main Responsibilities:

Operational Risk Activity:


  • Implement and Monitor the Operational Risk Management Framework as follow:


  • Organizes “Operational Risk Management” training for the new entry staff.


  • Ensures that the Operational Risk Events reporting is in accordance with ABI’ s Operational Risk Management Procedure.


  • Collects and assess the reported Operational Risk Events data and communicates within respective Business Owner trying to implement an insurance risk transfer mechanism related.


  • Prepares in monthly / quarterly basis the Loss Collection and Cost of Risk reports for Bank consolidation purposes. Also prepares the periodic reports to the supervisory authorities as per BoA requirements


  • Presents to the Bank’s Management the Operational Risk Events typology, Key Risk Indicators and respective Net Operational Loss within the aim to undertake measures for the Operational Risk Management in the identified defective areas.


  • Conducts regular permanent controls across all operational areas to identify any operational losses and incidents which might arise from inadequate or failed internal processes, people or systems.
  • Supports in the calculation of the Operational Risk Capital charge as per regulatory requirements.


  • Ad hoc support given to the Business Line Managers in managing the Operational Risk Issues identified in the respective areas through procedure review or insurance risk transfer mechanism implementation.


  • Reviews from the operational risk point of view the related procedures, products and access rights of the Bank as required.


  • Elaborates monthly Operational Risk Statistics for internal purposes

Market Risk Activity:

  • Monitors on daily basis the compliance of the inter-bank counterparties with the approved limits and regulations in force and in case of breaches ensures that the relevant approvals/actions are taken from responsible persons.
  • Monitors on daily basis the compliance of the Bank Forex Open Position with the internal and regulatory limits and in case of breaches ensures that the relevant approvals/actions are taken from responsible persons.


  • Monitors the Liquidity ratio based on BoA regulatory requirements;


  • Monitors on frequent basis (at least quarterly) the Interest Rate Risk Report according to Regulatory and internal standards of the Bank through checks of specialized reports provided from Financial Control unit. The aim is to assure that the methodology used is in compliance with the a/m standards that assure an accurate monitoring & reporting of such risk to the Bank’s management and Central Bank. In case of breaches ensures that the relevant approvals/actions are taken from responsible persons.


Permanent Control Activity:


  • Implements the Permanent Control Framework:


  • Supports the Business Lines Managers in populating the Operational Risk Mapping in accordance with Operational Risk Mapping Methodology, while identifying the riskiest processes and the respective controls of 1.1, 2.1 and 2.2 level.


  • Development of the local applicable -2.2 controls and performs the related controls on the risky identified areas based on the methodology defined.


  • Coordinates the implementation and follow-up of corrective actions designed to address anomalies detected during permanent controls;


  • Ensures the implementation of Permanent Control framework across a broad spectrum of business lines and support areas within the bank with the aim to establish a preventive risk structure in order to allow the bank to exercise its activity in a safe and accurate manner (the permanent control function represents controls performed by all units of the bank, for the high risk operations process, which results are assessed and followed up by Risk).



  • Ensures that the Action Plans deadlines are fulfilled.


  • Presents to the Bank’ s Management the Permanent Control Activity results and the Action Plans undertaken for the gaps identified mitigation purposes.

Customer Complaints activity:


  • The unit is in charge to monitor the customer care e-mail activity and to gather all the customer complaints by email and /or in written form from branches, departments/divisions or directly by the clients.


  • The staff communicates and investigates the case with the units that the complaints affect. The outcome is reported to Head of Risk and in continuance to the Complaints Committee of the bank in case of customer reimbursement or other negative developments according to the policy.


  • Responds to the claim with a formal letter, delivered by post respecting the deadlines.


  • Maintain properly the Customer Complaints Database and monitors and reports regarding the cases.


The ideal Candidates should have:


  • Knowledge on the functioning and operational framework of the all bank areas and activities.
  • Knowledge on the functioning of Finance and Accounting area including treasury activity.
  • Knowledge on Basel II / Operational risk and capital charges.
  • Knowledge on control functions framework.
  • Knowledge on the usage of Core Banking System (knowledge of Flex Cube is considered an advantage).


Criteria to be fulfilled:


  • University Degree, preferably economic sciences.
  • Experience at least two years in Operational Risk or Control areas.
  • English proficiency.
  • Communication skills and team work capability.
